Internet and the Rise of the Surveillance State, organised by Society for Knowledge Commons and the Center for Policy Analysis The recent series of revelations that National Security Agency (NSA) of the US along with other agencies such as GCHQ of the UK, are systematically spying on their own as well as global citizens. This puts paid to any notions of the Internet being used as a global commons, at least in its present form and current mechanisms of governance. In this, not only are global Internet giants acting as partners of the National Security Agency (NSA) but also major telecom companies. It appears now that the US and the UK are not alone - most governments in the world are either already engaged in or are planning to install systematic methods of conducting surveillance over their citizens. For instance, India has recently announced the launch of its own Central Monitoring System to conduct surveillance on all telecommunications metadata. The alliances between the nation states and global Internet/telecom companies leave the ordinary citizens out in the cold. Given the vast quantities of data on global citizens collected by and entrusted to Internet/ telecom MNCs how can an international regime be developed to ensure data security of a all citizens - national and global?
