<font >Quoting estimates of the Lal Bahadur Shastri National Academy for Administration that the potential of ceiling-surplus land in the country was approximately 21 million hectares, the report points out that out of a declared 2.7 million hectares surplus States have taken possession of only 2.3 million hectares and distributed only 1.9 million among 5.5 million households.</font>

It observed that bureaucratic behaviour also excluded the panchayat functionaries from the land reforms process. Inferior quality land was surrendered or taken over and where the beneficiaries were given possession these happened to be areas that only proved to be a liability.</font>

It has recommended lowering of the ceiling limit as considerable areas were not properly covered in the implementation and treating land ceiling on a continuing basis taking into account value addition in the form of irrigation and watershed programmes.
