&lt;br /&gt;
Worse, women with disabilities constituted a mere 28% of the disabled students in these institutions, the survey found. Laws and policies are meaningless if colleges and universities are not accessible to persons with disabilities, said Javed Abidi, honorary director of NCPEDP.&lt;br /&gt;
&lt;br /&gt;
These are the top 50 national institutions. Imagine what it would be like in other colleges and universities across India,&amp;quot; he said.&lt;br /&gt;
