A division bench of Chief Justice Prakash Tatia and Justice Jaya Roy, while hearing a petition filed by Bar Association seeking a law university in Jharkhand, allowed the state government to work out a solution to resolve the dispute with local tribals over the acquisition of 227-acre land for construction of National University for Study and Research in Law (NUSRL), Indian Institute of Management (IIM-Ranchi) and Indian Institute for Information Technology (IIIT), in addition to a proposed ring road in Nagri in the outskirts of Ranchi.&lt;br /&gt;
&lt;br /&gt;
It observed that the rule of law should be maintained, in apparent reference to the violent tribal protests which stalled construction of boundary walls of the three institutions.&lt;br /&gt;
&lt;br /&gt;
On land acquisition, the court said that the rules had been made by the government and it should follow its own rules. &amp;ldquo;The officers of the government are not following the law of the land or the orders of the court,&amp;rdquo; the bench said.&lt;br /&gt;
&lt;br /&gt;
The bench also directed the state to inform the court about the quantum of agricultural land in Nagri that had been acquired and how much foodgrain had been produced in the past decade &amp;mdash; the query coming amid tribals&amp;rsquo; refusal to part with the land they have claimed was meant for farming.&lt;br /&gt;
&lt;br /&gt;
The court also sought details of the government&amp;rsquo;s expenses on the law university and the rent paid so far and by which agency.&lt;br /&gt;
&lt;br /&gt;
The next hearing is on September 2.&lt;br /&gt;

Earlier, advocate general Anil Kumar Sinha told the court that a high-powered committee was formed to hold talks with land losers in Nagri. However, nothing fruitful had come about and more discussions were needed.&lt;br /&gt;

The court was hearing the 2009 Bar Association petition in favour of starting a five-year law course in the capital. &amp;ldquo;The state did not have an integrated five-year law course for which students from the state had to go outside,&amp;rdquo; it said.&lt;br /&gt;

Subsequently, the law university was set up in April 2010. It is now functioning out of a temporary campus at Birla Institute of Technology, Mesra. &lt;br /&gt;

                <div align="justify">-The Telegraph<br /><br />Ranchi: Jharkhand High Court today granted three weeks to the state government to resolve the deadlock over land for building campuses in Nagri for three national academic institutions that are presently working out of temporary accommodations in the state capital.<br /><br />A division bench of Chief Justice Prakash Tatia and Justice Jaya Roy, while hearing a petition filed by Bar Association seeking a law university in Jharkhand, allowed the state government to work out a solution to resolve the dispute with local tribals over the acquisition of 227-acre land for construction of National University for Study and Research in Law (NUSRL), Indian Institute of Management (IIM-Ranchi) and Indian Institute for Information Technology (IIIT), in addition to a proposed ring road in Nagri in the outskirts of Ranchi.<br /><br />It observed that the rule of law should be maintained, in apparent reference to the violent tribal protests which stalled construction of boundary walls of the three institutions.<br /><br />On land acquisition, the court said that the rules had been made by the government and it should follow its own rules. &ldquo;The officers of the government are not following the law of the land or the orders of the court,&rdquo; the bench said.<br /><br />The bench also directed the state to inform the court about the quantum of agricultural land in Nagri that had been acquired and how much foodgrain had been produced in the past decade &mdash; the query coming amid tribals&rsquo; refusal to part with the land they have claimed was meant for farming.<br /><br />The court also sought details of the government&rsquo;s expenses on the law university and the rent paid so far and by which agency.<br /><br />The next hearing is on September 2.<br /><br />Earlier, advocate general Anil Kumar Sinha told the court that a high-powered committee was formed to hold talks with land losers in Nagri. However, nothing fruitful had come about and more discussions were needed.<br /><br />The court was hearing the 2009 Bar Association petition in favour of starting a five-year law course in the capital. &ldquo;The state did not have an integrated five-year law course for which students from the state had to go outside,&rdquo; it said.<br /><br />Subsequently, the law university was set up in April 2010. The bench also directed the state to inform the court about the quantum of agricultural land in Nagri that had been acquired and how much foodgrain had been produced in the past decade — the query coming amid tribals’ refusal to part with the land they have claimed was meant for farming. The court also sought details of the government’s expenses on the law university and the rent paid so far and by which agency. The next hearing is on September 2. Earlier, advocate general Anil Kumar Sinha told the court that a high-powered committee was formed to hold talks with land losers in Nagri. However, nothing fruitful had come about and more discussions were needed. The court was hearing the 2009 Bar Association petition in favour of starting a five-year law course in the capital. “The state did not have an integrated five-year law course for which students from the state had to go outside,” it said. Subsequently, the law university was set up in April 2010. It is now functioning out of a temporary campus at Birla Institute of Technology, Mesra.
