27% govt school students fail Class IX exam, teachers blame RTE -Ifrah Mufti |
-The Indian Express Chandigarh: Of the total 13,894 government school students who had appeared for class IX exam this year, 3,796 of them have failed in the final exams held in March. As these students could not qualify the 25% criteria to get promotion to the next class, they have been asked to re-appear in another exam, likely to be held soon. In case they flunk even this exam, they will be detained in the same class. The teachers and school heads have once again blamed it on the Right to Education (RTE) law and the CBSE's 25 percent criteria to qualify the exam. Among the 83 government schools in the city, Government Senior Secondary School (GSSS), Mauli Jagran Government Model High School (GMHS) Vikas Nagar, Government Model Senior Secondary School (GMSSS) 38(W) GMSSS 45 and the GHS Mauli Colony have performed the worst this year as well, where more than 100 students have failed in the exams. In Dhanas school, of the 220 students who had appeared, as many as 150 have been asked to re-appear; in GMSSS-45, of the 379 students who had appeared, 161 have failed the exams; of 384 students of GMHS Vikas Nagar, 150 have failed; in GSSS Mauli Jagran, of 323 students, 127 have failed; of 147 students of GMHS, Sector 38, 127 have failed; in GHS Mauli Colony, of 395 students, 219 have failed. Commenting on the results, the Director Public Instructions (DPI) Schools, Kamlesh Kumar said, "The results are an eye opener for us and we need to work accordingly. Also the ‘No Detention Policy' in which no student can be failed till class VIII shows its reflection on class IX results." "At the same time, I would appreciate the schools on the fair judgement they have given to the students. It will help us in coming out with better solutions of teaching and would set a benchmark for us to work harder," Kumar added. While, Government Model Senior Secondary School, Sector 16, Government High School, Sector 53 (Smart school), Government Model Senior Secondary School Sector 37 have presented above 80% results. However, only Government High School, Sector 54, GMSSS-33, GMSSS-22, GHS-47 have presented 100% results. Last year, of 12,000 students, around 4,500 students had failed in the final exam. But even after three chances by Central Board of Secondary Education (CBSE), over 2,000 students were still detained. It happened because from 2013-2014 sessions, the CBSE Board had made it mandatory for students to score at least 25% in SA-1 and SA-2 cumulatively. The idea has been critisised not only by the students but the teachers as well. Earlier, before this system was implemented, students were supposed to score 33% in total and they managed to score 25% easily in the unit tests and then they only had to score 8% in summative assessment but after the new system, a student has to score 25 percent marks in each of the summative assessment in order to be promoted to the next class. The teachers say that this is the only reason that the results are going down every year instead of improving a bit. |
