-The Times of India After much confusion and protests, new cooking gas norms for weeding out duplicate and bogus connections appear to be finally working. Over 30,000 Indane customers alone surrendered their second connections last week, a senior oil ministry official told TOI on Monday. The official estimated the total number of customers who have surrendered connections in the region of over 50,000, considering that Indane - marketed by IndianOil - covers more than half of the country's 14 crore consumers registered for supply of cooking gas cylinders. To make it easier for customers to surrender connections, the ministry has put in place a web-based system. "Consumers can surrender their connection on the website (of the company from which the connection has been obtained). It would be the dealer's onus to collect the cylinders and complete the surrender process," the official said. He said the ministry was trying to bring in systemic changes to make cooking gas supply more customer-friendly but there was resistance from dealers. "Who has a vested interest? Who gains if our efforts fail? It is like trying to move an elephant from its tail," the official said. Since August, the three state-run fuel retailers have been on a KYC ( know your customer) drive to identify duplicate and bogus connections. They have so far identified 2.35 crore connections with same address and different names. Some 15 lakh connections have been identified with the same name and same address. Oil company executives said fear of disconnection and the looming November 15 deadline, which was later extended till November 30, for completing the KYC process may have sparked the surge in the number of surrenders last week. "Consumers now know that the government means business. They have realised the importance of keeping only one genuine connection after the capping of the number of subsidised cylinders at six per household in a year. This will become even more vital once cash transfer of subsidy begins," an executive of one oil company said. TOI had on November 3 first reported the ministry's new customer-friendly initiatives. The new guidelines make it simple for a consumer, during his lifetime, to transfer a connection to another family member. It also makes it easier to transfer a connection in one's name, if he or she is a legal heir, after the death of the person in whose name the connection was originally issued. The revised guidelines also simplify the processes for surrendering, regularizing or reactivating blocked/dormant connections. The executive pointed out certain peculiarities that came to light during the KYC drive in rural areas that needed to be sorted out. "For example, in hill states or villages, all consumers have the name of the village or post office as address... they don't have a plot or house number. They are genuine customers who are coming with genuine papers. Then there are cases of father and son running separate households in the same block. These cases need more time to sort out or verify. Dealers can't employ more people for this purpose since KYC is a one-time exercise," the executive said.
