34886 works under MGNREGA incomplete since 2007: CAG-Arun Singh

Jammu, Apr 14: Despite liberal funding from Government of India for its popular scheme of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), state government has failed to complete 34886 works since its inception from 2007.

Comptroller and Auditor General (CAG) of India in its report of 2011-12 found that the number of works taken up for execution each year had been very high and the number of incomplete works increased from 3929 at the end of March 2008 to 34886 at the close of March 2012.

Taking up execution of new works in bulk without ensuring completion of incomplete works, delay in accord of approval to district plans and shortage of staff resulted in swelling up of incomplete works at the close of each year. This was indicative of defective planning by the district level authorities, CAG said.

CAG pointed that the position was no different in the test-checked districts as the incomplete works showed a quantum jump from 1986 works in 2007-08 to 10,333 at the end of March 2012. The highest increase of 900% was observed in Baramulla district where the incomplete works increased from 365 at the end of 2009-10 to 2889 at the close of 2011-12.

CAG said as per the Act, all works had to be identified for execution and a shelf of the works got approved. Works had to be taken up from the approved shelf of projects which had been incorporated in the Annual Action Plans (AAPs).

Audit noticed that in seven blocks of three districts, 2950 works (estimated cost Rs 27.79 Cr) included in the approved AAPs for the years 2007-08 to 2011-12 had not been taken up for execution while as 680 works (estimated cost Rs 8.39 Cr) which were not included in AAPs were taken up for execution by the BDOs and an expenditure of Rs 5.24 Cr had been incurred on these unapproved works.

The reason for not taking up the approved works by the BDOs were attributed (June 2012) to non allotment of sufficient funds. The contention of the BDOs is not acceptable as significant funds were available, CAG said.
Audit analysis of records in nine blocks of five districts revealed that 484 works estimated to cost Rs 7.40 Cr taken up for execution during the period 2007-12 remained incomplete. The works had been abandoned midway after spending Rs 2.92 Cr on them rendering the expenditure unfruitful.

CAG report revealed that against 46795 works costing Rs 318.75 Cr taken up in three districts during the period 2007-12, technical sanctions were not accorded in respect of 44932 works (96%) costing Rs 297.94 Cr.
