Union Rural Development Ministry has invited suggestions from the State Governments on 50 per cent upfront payment of wages to workers under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) with a view to check complaints of delayed payment to workers.

“Other suggestions being considered by the Union Rural Development Ministry to check delayed payments include formation of a committee including workers’ representatives to take work measurements,” said an official.

While a few States have suggested that Gram Rozgar Sevaks be given the mandate for joint signature for wage payments under the scheme, Odisha plans to begin advance payments to NREG workers and is considering a proposal to create MGNREGA society.

In order to optimise works under the flagship scheme, the West Bengal Government has proposed to use Geographic Information System (GIS) for planning and road connectivity works.

The Centre has also advised the States for 100 per cent disbursement of wages to the beneficiaries through banks and post offices in order to ward off complains of delayed payments as well as bogus muster rolls, the official said.

With the work completion rate under the scheme being a meagre 39 per cent at the national level, the Ministry has advised the State Governments to employ technical assistants in Gram Panchayats to undertake timely measurement of the completed works.

The Government is also in the process of rolling out biometric attendance to check bogus attendance or ghost workers.

'At a performance review committee of the development meetings here earlier this month, the Centre advised the States to pay particular attention to the demand process and record the demand for jobs and accordingly provide jobs to the beneficiaries.

The Centre also told the States to create awareness about the scheme and create sufficient number of works in the scheme as the scheme demand-driven and flexible. The Centre suggested that BPL database may be linked with NREG database to review the current outreach of the programme, according to the minutes of the PRC meeting.

Union Rural Development Ministry Secretary BK Sinha told the States’ representatives to accommodate the NREGS workers in productive works and strengthen subordinate rule making to implement the Act.
