A good 92 hours and 40 minutes were lost to disruptions and forced adjournments - on account of sustained protests over Coalgate, Railgate and leaked draft report of the JPC on 2G - as compared to a matching 94 hours and 42 minutes of sittings during the latest session, according to the data compiled by the Lok Sabha Secretariat.</p><p align="justify">Had the session concluded as per schedule on May 10, the hours lost would have well surpassed the hours of sittings, given the bleak prospects of the House functioning the two remaining days.</p><p align="justify">The picture was no different in the Rajya Sabha. According to PRS Legislative Research, the total productive time in the Upper House was 83 hours, which is just 52% of the scheduled time. During the budget session of 2012, the Rajya Sabha worked for 94% of the scheduled time.</p><p align="justify">The hours of sittings in this session - the 13th for the current House - were barely half of the 187.36 hours of business transacted during the 2012 budget session. Even the 94 hours and 42 minutes of business transacted were essentially during the first half - from February 21 and March 21. This was also the time, when the House sat extra hours - totalling 28 hours and 30 minutes - to complete listed business.</p><p align="justify">In terms of legislative business, the 13th session saw the passage of 12 of the 18 bills introduced in the Lok Sabha, most of them financial bills. The only other bills passed were the Criminal Law (Amendment) Bill, 2013, and the Sexual Harassment at Workplace Bill.</p><p align="justify">The Finance Bill, 2013, was passed without discussion and all demands for grants were guillotined.
