Aadhaar link needed to control subsidy leakage: Moily

BANGALORE: Union minister for petroleum and natural gas M Veerappa Moily on Saturday said the Aadhaar-based Direct Benefit Transfer for LPG (DBTL) scheme is necessary to reduce leakage of subsidy. However, he didn't say whether the government is going ahead with making the linkage compulsory as a related case is pending before the Supreme Court.

On the prevailing confusion about the scheme due to a recent apex court directive asking the government not to make Aadhaar submission mandatory for DBTL, Moily said they will go ahead with the implementation in districts where Aadhaar enrollment has touched 80% and Aadhaar seeding with banks has reached 65%. "We'll simplify the steps associated with DBTL to help customers," he added.

Moily said the Union government has been giving a subsidy of Rs 800 per cylinder but due to the problem of middlemen it has become a problem to ensure that it reaches the customer. "While there are 15 crore gas connections in the country, around 5 crore are fake. The government is incurring a loss of Rs 12 crore to Rs 15 crore due to loopholes. Aadhaar-based DBTL will help us address the problem," he added.

The minister also said a proposal to increase the annual cap on number of cylinders per connection to 12 has been sent to the cabinet and will be approved.
