Abduction figures stun Assam House

Assam has witnessed one abduction almost every two days this year.

Despite militancy being on the decline, there has been no let-up in abductions in the state.

Assam forest minister Rakibul Hussain today told the Assembly that 56 abduction cases have been registered in the state since January, which works out to 86 days till today.

Replying on behalf of chief minister Tarun Gogoi, who holds the home portfolio, Hussain said between 2006 and 2011, there have been 456 cases of abduction in the state.

Most of these kidnappings were believed to be for ransom.

On March 15, Chandra Gogoi, a farmer, abducted from Talpathar in Tinsukia, was found dead.

Two days earlier, on March 13, Dr M.C. Agarwala was kidnapped from his chamber in Guwahati. He was rescued two days later from Nalbari.

On March 10, Kailash Agarwalla Ginoria, a businessman, went missing from Jorhat. His decomposed body was recovered from Nagaland last Saturday.

The list goes on (see chart), as does Assam’s paranoia about such crimes.

In the Assembly today, the Opposition members sought further strengthening of the police force to curb such crimes.

Hussain admitted that there has been a spurt in abductions but refuted claims that it indicates deterioration of the law and order situation.

“During the past 10 years of Congress rule, the incidents of bomb blasts, killings and other insurgency-related violence have come down,” he said.

“Between 1996 and 2001 during AGP rule, 1,538 civilians died and since 2011 till date, 924 civilians have lost their lives. During the same period of AGP rule, there were 570 abductions. Between 2006 and 2011, there were 456 abduction cases registered,” Hussain said.

He assured them that the government would take every possible step to check such incidents.

Earlier, AGP legislator Bhupen Rai said despite making an assurance few years ago, the Tarun Gogoi government is yet to introduce the commissionerate system of policing in Guwahati.

Rai also asked the state government to take effective steps against corruption in Assam police battalions.

Replying to a question by Congress MLA Jayanta Malla Baruah, Hussain said from 2006 to February 2012, 80 people were killed and 17 injured in witch-hunting cases.

The minister said the social welfare department has sanctioned Rs 5 lakh to the Assam State Women’s Commission to create awareness against witch-hunting.
