Absenteeism high among govt officials, finds RTI reply-Pritha Chatterjee |
Punctuality audit ordered by the Chief Secretary of the Delhi government last year opened the Pandora’s Box on poor attendance records of government officials. Documents obtained under an RTI filed by Pratidhi show that nodal departments had large numbers of their staff members missing, on most surprise checks. Chief secretary P K Tripathi had ordered the audit last June after writing to heads of all departments that they must conduct at least one surprise check a week to ensure employees were clocking in full working hours. Records of checks conducted between July and September, from 10 am onwards, show the Industries department had the highest number of late comers and absentees, at 83 per cent. The Department of Social Welfare (DSW), with 49 per cent absentees, came second. The Labour department recorded nearly 35 per cent absentees, followed by the Delhi prison headquarters, which recorded nearly 30 per cent absentees. Chief Minister Sheila Dikshit told Newsline the government ordered the audit last year following reports that absenteeism was high in a few departments. “We were told the trend was alarmingly high in certain cutting-edge services like the Delhi Transport Corporation. I haven’t yet reviewed the full results of the audit, but we will take action where required,” Dikshit said. Out of six surprise checks conducted from June to August 2011 among prison officials, 15 of the 73 officials were found absent on more than one occasion, and nine on more than two. A letter signed by the Officer in Charge, Vigilance of the Prison Headquarters, the same month promises “appropriate action against habitual late comers”.
