After NREGA, CAG to conduct audit of Indira Awas Yojna

-The Economic Times The rural development ministry has deepened its engagement with the Comptroller and Auditor-General. After the performance audit of NREGA, CAG will take up an audit of the Indira Awas Yojna. The audit of the Mahatma Gandhi National Rural Employment Guarantee Scheme which has an annual budget of 40,000 crore covers the period between 2007 and 2011. Rural development minister Jairam Rameshwill submit the report this winter session. "Every year, CAG will undertake a performance audit of a major rural development programme. All of the 99,000 crore of spending will be subject to this audit," Ramesh said. The ministry will soon be issuing orders to make it compulsory for all gram panchayat accounts related the rural employment guarantee programme to be certified by chartered accountants. To this end, CAG will create a panel of chartered accountants for each district. There will also be a random check of the gram panchayat accounts by CAG. There have been large number of complaints of misappropriation of funds under the National Rural Employment Guarantee Scheme ranging from the embezzlement of funds in seven districts in Uttar Pradesh to the 90-crore scam in Andhra Pradesh. Given that NREGA funds are used and disbursed at the gram panchayat level, this compulsory certification of accounts is essential to address graft in the programme. "This check at the gram panchayat is a huge step forward. It ensures that there is accountability at the cutting-edge level," Ramesh said. Ramesh also seeks to ensure that the growing propensity for convergence of schemes (between ministries and between Centre and state) doesn't violate the accounting and audit format of individual scheme. "The growing propensity for convergence requires huge need for integrity of accounting systems. It has to be made clear to state governments that convergence need not come at the cost of integrity of each scheme," Ramesh said. Ramesh's move to subject all 99,000 crore of spending of the rural development ministry to a performance audit could be seen as an effort to ensure greater efficiency and transparency in government spending. For a government that has been afflicted with complaints of graft and inability to progress on key anti-corruption legislations, Ramesh's decision to allow for an audit that would go beyond financial could help buttress its anti-corruption credentials.
