Thirty-eight sub-judges from Haryana and 26 from Punjab appeared — and failed. The Haryana topper among sub-judges scored 269 out of 600 marks, or 45%. The next highest scores were 180 (30%) and 167 (28%). The sub-judge who topped in Punjab scored 282 (47%), and was followed by candidates who scored 281 and 266 out of 600. Among the lawyers — who wrote a slightly different, 750-mark test — 146 failed. There were 20 law officers among them, including additional district attorneys and district attorneys, officers who appear for the state in lower courts. Several judges blamed their “busy schedules” that had apparently kept them from preparing; others complained that the marking was “too strict”. One candidate conceded, “The questions were not difficult or out of syllabus. They were based on latest laws.” No candidate was willing to come on record. Over two dozen posts of ADJs are vacant in Punjab and Haryana. “A fresh examination will have to be conducted. It was not expected that nobody will be able to clear the examination,” said a senior official of the high court.
