The twin amendments to the Lokpal and Lokayuktas Bill, passed by the Lok Sabha last December, were finalised at a meeting between finance minister Pranab Mukherjee and minister of state for personnel V Narayanasamy late on Monday night.&lt;br /&gt;
&lt;br /&gt;
This was the culmination of discussions held by ministers Narayanasamy, Salman Khurshid, Kapil Sibal and Pawan Kumar Bansal with leaders of various parties over the last one week to evolve consensus on some of the contentious provisions of the bill. Apart from consulting allies, the ministers heard BJP and Left parties last week, followed by discussions with outside supporters of the UPA, such as SP and BSP.&lt;br /&gt;
&lt;br /&gt;
Almost all parties, particularly the Trinamool, batted for separation of the Lokayuktas section from the bill. Realising that the Lokpal and Lokayuktas Bill may never be passed in the Rajya Sabha, where UPA has a numerical deficit, in view of federal concerns raised by allies as well as opposition parties, the government has now decided to hive off the chapter dealing with Lokayuktas and leave it to states to formulate their own Lokayuktas legislations. At most, the Centre would circulate a model Lokayukta Act and let states decide on adopting its provisions in part or whole.&lt;br /&gt;
&lt;br /&gt;
The second amendment, according to government sources, does away with contentious sections of Clause 37 of the Lokpal Bill defining the procedure for removal of Lokpal chairperson and members.&lt;br /&gt;
&lt;br /&gt;
As per the official amendment to be moved by the government, the chairperson and members can be now be removed after the Supreme Court, on a presidential reference made to it based on a petition by 100 MPs, holds an inquiry and finds valid the grounds of misbehaviour against the person sought to be removed from office.&lt;br /&gt;
&lt;br /&gt;
The official amendments will be cleared by the Cabinet, possibly on Thursday, as the government is not keen to invoke Rule 12 that allows for official amendments with only the consent of the prime minister. The amendments include dropping the Lokayuktas chapter from the bill, resulting in change of its nomenclature to just 'Lokpal Bill', and simplifying the process for removal of chairperson and members of the Lokpal.<br /><br />The twin amendments to the Lokpal and Lokayuktas Bill, passed by the Lok Sabha last December, were finalised at a meeting between finance minister Pranab Mukherjee and minister of state for personnel V Narayanasamy late on Monday night.<br /><br />This was the culmination of discussions held by ministers Narayanasamy, Salman Khurshid, Kapil Sibal and Pawan Kumar Bansal with leaders of various parties over the last one week to evolve consensus on some of the contentious provisions of the bill. Apart from consulting allies, the ministers heard BJP and Left parties last week, followed by discussions with outside supporters of the UPA, such as SP and BSP.<br /><br />Almost all parties, particularly the Trinamool, batted for separation of the Lokayuktas section from the bill. Realising that the Lokpal and Lokayuktas Bill may never be passed in the Rajya Sabha, where UPA has a numerical deficit, in view of federal concerns raised by allies as well as opposition parties, the government has now decided to hive off the chapter dealing with Lokayuktas and leave it to states to formulate their own Lokayuktas legislations. At most, the Centre would circulate a model Lokayukta Act and let states decide on adopting its provisions in part or whole.<br /><br />The second amendment, according to government sources, does away with contentious sections of Clause 37 of the Lokpal Bill defining the procedure for removal of Lokpal chairperson and members.<br /><br />As per the official amendment to be moved by the government, the chairperson and members can be now be removed after the Supreme Court, on a presidential reference made to it based on a petition by 100 MPs, holds an inquiry and finds valid the grounds of misbehaviour against the person sought to be removed from office.<br /><br />The official amendments will be cleared by the Cabinet, possibly on Thursday, as the government is not keen to invoke Rule 12 that allows for official amendments with only the consent of the prime minister. The amendments include dropping the Lokayuktas chapter from the bill, resulting in change of its nomenclature to just 'Lokpal Bill', and simplifying the process for removal of chairperson and members of the Lokpal.<br /><br />The twin amendments to the Lokpal and Lokayuktas Bill, passed by the Lok Sabha last December, were finalised at a meeting between finance minister Pranab Mukherjee and minister of state for personnel V Narayanasamy late on Monday night.<br /><br />This was the culmination of discussions held by ministers Narayanasamy, Salman Khurshid, Kapil Sibal and Pawan Kumar Bansal with leaders of various parties over the last one week to evolve consensus on some of the contentious provisions of the bill. Apart from consulting allies, the ministers heard BJP and Left parties last week, followed by discussions with outside supporters of the UPA, such as SP and BSP.<br /><br />Almost all parties, particularly the Trinamool, batted for separation of the Lokayuktas section from the bill. Realising that the Lokpal and Lokayuktas Bill may never be passed in the Rajya Sabha, where UPA has a numerical deficit, in view of federal concerns raised by allies as well as opposition parties, the government has now decided to hive off the chapter dealing with Lokayuktas and leave it to states to formulate their own Lokayuktas legislations. At most, the Centre would circulate a model Lokayukta Act and let states decide on adopting its provisions in part or whole.<br /><br />The second amendment, according to government sources, does away with contentious sections of Clause 37 of the Lokpal Bill defining the procedure for removal of Lokpal chairperson and members.<br /><br />As per the official amendment to be moved by the government, the chairperson and members can be now be removed after the Supreme Court, on a presidential reference made to it based on a petition by 100 MPs, holds an inquiry and finds valid the grounds of misbehaviour against the person sought to be removed from office.<br /><br />The official amendments will be cleared by the Cabinet, possibly on Thursday, as the government is not keen to invoke Rule 12 that allows for official amendments with only the consent of the prime minister. This will pave the way for the bill to be taken up in the Rajya Sabha for passage on Monday.<br /><br />Parliamentary affairs minister Pawan Kumar Bansal on Tuesday said the government was committed to getting the Lokpal Bill passed in the Rajya Sabha in the current session itself.</div>'
