Grama Sabhas shall pass the resolutions to take up the pucca internal roads and pucca drains in selected SC/ST locations. There have been requests from many Grama Panchayats to enable them to implement all-weather rural connectivity to SC/ST localities by allowing convergence with the other developmental programmes like Assembly Constituency Development Programme (ACDP). It has been proposed by many Grama Panchayats that they will implement the internal roads in SC/ST localities by completing formation, gravelling, single-layer metalling along with pucca drains from Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) funds; and later take up such roads for Cement Concrete (CC) from ACDP funds. The Grama Panchayats are of the opinion that such a step will lead to creation of high quality assets under MGNREGA that has wide ramifications on the state of public health. The Commissioner, Rural Development therefore requested to approve such a convergence in order to create durable asset in the most disadvantaged habitations.<br /> <br /> He said since these works have higher material component, they may be permitted on a small scale keeping in view the overall wage:material ratio in each district. Andhra Pradesh CM views MGNREGA will be a boon for rural development in the State |
The Chief Minister Mr. N. Kiran Kumar Reddy is of the view that the inclusion of Rural Connectivity as one of the permissible categories of works under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) will be a boon for rural development in the State.
Providing connectivity to SC, ST and other remote habitations including providing internal roads in the SC/ST habitations are approved for implementation. The Chief Minister was informed by officials that the latest decision by the State Government on NREGA will benefit 1,500 SC/ST habitations spread over 22 districts in the State. He said Rs.1,000 crores will be available for the State to construct concrete roads and drains in the low lying SC/ST colonies under the NREGA scheme under certain conditions and stipulations. As far as NREGA funds utilisation is concerned, Andhra Pradesh is Number 1 among the States and this scheme will be an added advantage for the development of SC/ST Colonies. The Chief Minister hoped that the construction of concrete drains in the low lying SC-ST Colonies will improve the overall hygienic conditions of the area. The Rural Connectivity is now one of the permissible categories of works under MGNREGA. Many of the SC/ST colonies are in the most disadvantageous locations where poor sanitation is prevailing and are prone to diseases like malaria. The Chief Minister is of the view that the decision is to create durable assets in SC/ST localities by providing hygienic conditions and clean sanitation so that diseases like Malaria, Cholera, Diarrohea are prevented. The District Collectors in the State can now accord administrative sanctions for creation of permanent concrete internal roads including pucca drains in selected SC/ST localities not exceeding 5 each in erstwhile block subject to wage:material ratio under MGNREG Act. Grama Panchayats having predominantly SC/ST populations shall be considered in selection of the 5 SC/ST locations. The Weaker section housing colonies under INDIRAMMA shall be covered and will be given top priority. Grama Sabhas shall pass the resolutions to take up the pucca internal roads and pucca drains in selected SC/ST locations.
