Anna Hazare lambasts CM, Dy CM over selection of info chief by Anil Singh

Anti-corruption crusader Anna Hazare has lambasted chief minister Ashok Chavan and deputy chief minister Chhagan Bhujbal over the recent selection of the four information commissioners. Calling the selection, ``improper and unfortunate'', Hazare has instructed the duo in a letter on Monday to rectify the situation. Chavan, Bhujbal and Eknath Khadse, leader of the opposition, formed the three-member panel which approved of the name of Vilas Patil, till recently the information commissioner for Nagpur, as the chief information commissioner (CIC) to succeed Suresh Joshi. Patil retired as principal secretary. Hazare is particularly riled over the selection of Vilas Patil as the CIC. ``When Patil was the information commissioner for Nagpur, there were several complaints against him. I had even submitted a file on him to the CM. However, the guilty were merely warned and escaped punishment,'' said Hazare. ``It is unfortunate that people like Patil are being promoted when there are more than 18,000 second appeals pending and appeals are not heard for an year. The government has disregarded all norms to select him,'' he added. Castigating the CM, Hazare said, "It is sad that Chavan presided over the panel selected such men.'' The other three selected are P D Patil (Nagpur), M S Shah (Nashik) and D B Deshpande (Aurangbad). While Patil retired as a joint registrar, the other two were secretaries in the PWD. Criticising P D Patil's selection, Hazare said, "Even a school kid can say that a joint registrar is too junior an an officer for the post of an information commissioner.'' A state can have 11 information commissioners but Maharashtra currently has seven, six of whom are retired bureaucrats and one (Vijay Kuvlekar) is a former journalist. The five-page letter says that the selection fails the test of transparency and is not in the interest of either the society or the state but merely in the interest of the politicians. Such kind of arbitrary selection of information commissioners has prevented the five-year-old Right to Information Act (RTI) from becoming a tool to fight corruption, observed Hazare. He is also bitter about the trend of selecting retired bureaucrats as information commissioners. ``This is a mockery because it is because of the tendency of bureacrats to withhold information that the RTI was promulagted after a long struggle,'' he said. Meanwhile, RTI activist Krishnaraj Rao has said that he will continue his indefinite hunger strike till the government revokes its decision on the four information commissioners.
