Aruna Roy’s NCPRI slams exclusion of lower bureaucracy from Lokpal by Himanshi Dhawan


Aruna Roy-led National Campaign for People's Right to Information (NCPRI) has criticized the exclusion of lower bureaucracy from the draft Lokpal bill terming it as a loss for the common man.

It has also demanded that the CBI should be brought out of the administrative control of the government for it to be effective in tackling corruption. The activists have echoed concerns already raised by Team Anna which has demanded inclusion of all government employees and the CBI being brought under the Lokpal.

Responding to reports on the decisions made by the parliamentary standing committee on law and justice, NCPRI member Nikhil Dey said there were concerns over the exclusion of lower bureaucracy from the Lokpal. "This will be a big loss for the common man. However, the entire bureaucracy cannot be allowed to come under the Lokpal, that would make it another den of corruption," Dey said.

NCPRI members felt that while Group A and B could be brought under the direct supervision of the Lokpal, corruption complaints related to the rest of the employees should come to the local police station. These could be reviewed by an independent mechanism like that of the state Lokayukta to ensure that investigation and redressal was met within a stipulated time frame.

Dey said NCPRI also felt that CBI should be brought out of government clutches with its control and supervision with the Lokpal. "With CBI under government control, there will continue to be a problem in tackling high level corruption," he said.

The standing committee on Thursday reversed its stand on inclusion of all 60 lakh central government employees, instead restricting the Lokpal's scope to Group A and B that amount to 2.7 lakh officers. It also rode over objections by members from various parties which demanded that CBI should be made independent from government influence.

Incidentally, NCPRI has welcomed the committee's decision to bring a single law for Lokpal and Lokayukatas in states. It also supports the idea mooted by the committee of setting up a national judicial commission. The group laid stress on the fact that the commission, whistleblowers' act and the grievance redressal bill were important steps but must be implemented simultaneously to address the common man's concerns.
