There is no system to physically verify if the funds sent by the central government under schemes like Indira Awas Yojana or Pradhan Mantri Grameen Sadak Yojana have reached the point they were meant to. The minister of state for rural development (independent charge) Arvind Singh Gope has asked officers to plug the pilferage of funds.&lt;br /&gt;
&lt;br /&gt;
&amp;quot;In India Awas Yojana, we have set at least five-six barriers and we have made public representatives accountable,&amp;quot; he said. And, if the need be the state will utilize its existing structure for MGNREGA audit for the audit of other cash-rich rural development schemes. The schemes like PMGSY have not delivered in the last five years because of the attitude of the previous government which never favoured developed, said the minister. &amp;quot;We have the needed set up to audit and we also have the will to put it to use&amp;quot;, he said.&lt;br /&gt;

UP, after a gap of four years, got funds for the facelift of rural roads under PMGSY, in June-July 2012. The central rural development ministry has sanctioned more than Rs 3,000 crore for construction of new roads and maintenance of existing ones to improve connectivity in rural areas in UP. A sum of Rs 574 crore has been sanctioned for laying 1,200 kms of &#039;pucca&#039; roads in rural areas with more than 500 settlements in 21 districts of the state. Another Rs 2,600 crore has been sanctioned to upgrade 7,000 kms of rural roads.&lt;br /&gt;
&lt;br /&gt;
Besides, the ministry would also release Rs 200 crore to upgrade 5,000 kms of rural roads constructed eight or 10 years back. While this would bring crores to the state, audit is needed for the money-trail. UP has set up a full-fledged social audit set up for MGNREGA after the centre directed the state to pull up its socks and get going with the audit. Being pro-active, the state is already mulling to set a similar audit system for other schemes of rural development.

The government is willing to bring the schemes under the lens, and if the need be, to also write to the centre to let the social audit directorate set up for monitoring the implementation of MGNREGA, expand its role in assessing the performance of schemes like IAY and PMGSY as well.<br /><br />The performance of the schemes, so far, has been only 'perfunctorily' assessed. There is no system to physically verify if the funds sent by the central government under schemes like Indira Awas Yojana or Pradhan Mantri Grameen Sadak Yojana have reached the point they were meant to. The minister of state for rural development (independent charge) Arvind Singh Gope has asked officers to plug the pilferage of funds.<br /><br />&quot;In India Awas Yojana, we have set at least five-six barriers and we have made public representatives accountable,&quot; he said. And, if the need be the state will utilize its existing structure for MGNREGA audit for the audit of other cash-rich rural development schemes. The schemes like PMGSY have not delivered in the last five years because of the attitude of the previous government which never favoured developed, said the minister. &quot;We have the needed set up to audit and we also have the will to put it to use&quot;, he said.<br /><br />UP, after a gap of four years, got funds for the facelift of rural roads under PMGSY, in June-July 2012. The central rural development ministry has sanctioned more than Rs 3,000 crore for construction of new roads and maintenance of existing ones to improve connectivity in rural areas in UP. A sum of Rs 574 crore has been sanctioned for laying 1,200 kms of 'pucca' roads in rural areas with more than 500 settlements in 21 districts of the state. Another Rs 2,600 crore has been sanctioned to upgrade 7,000 kms of rural roads.<br /><br />Besides, the ministry would also release Rs 200 crore to upgrade 5,000 kms of rural roads constructed eight or 10 years back. While this would bring crores to the state, audit is needed for the money-trail. UP has set up a full-fledged social audit set up for MGNREGA after the centre directed the state to pull up its socks and get going with the audit. Being pro-active, the state is already mulling to set a similar audit system for other schemes of rural development.</div>               </font>

UP has set up a full-fledged social audit set up for MGNREGA after the centre directed the state to pull up its socks and get going with the audit. Being pro-active, the state is already mulling to set a similar audit system for other schemes of rural development.
