$disp = '<div style="text-align: justify">-The Hindu</div><div style="text-align: justify">&nbsp;</div><div style="text-align: justify"><em>Move to give more teeth in combating corruption</em></div><div style="text-align: justify"><br /></div><div style="text-align: justify">In a move envisaged to give more teeth in combating corruption, the Bihar Assembly on Wednesday passed the Bihar Lokayukta Bill, 2011 by voice vote.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">State Parliamentary Affairs Minister Mr. Vijendra Prasad Yadav tabled the Bill which was subsequently taken up for voting by the Speaker Mr. Uday Narayan Chaudhary, following deliberations by legislators from the ruling and Opposition parties.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">&ldquo;We have drawn up a strong and effective Bill with a highly transparent mechanism,&rdquo; said Chief Minister Nitish Kumar adding that the selection of the Lokayukta would be free from bureaucratic and political hindrances.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Earlier, the bone of contention was the inclusion of the Chief Minister in the Lokayukta selection panel, which has now been amended with the presence of the Chairman of the Legislative Council, who will act as co-coordinator of the five-member selection committee.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">According to the Bill's provisions, the Speaker of the Legislative Assembly will serve as a member in this committee, while two sitting judges, nominated by the Chief Justice of the Patna High Court, will also serve in the selection panel.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">A search committee will be constituted out of this selection committee, which will have a time limit of three months to draw up a list of probable candidates for the post of the Lokayukta.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The search committee must include at least two members who are either judges of the Supreme Court or the Chief Justice or a sitting judge of the High Court.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The Bill's provisions further stipulate that in the event of doubts aired by any two members over a particular candidate, the person's name would immediately be dropped from the contention.
