The idea is imaginative. It does deserve attention. The department will think over how best to use their network,&quot; said PDD principal secretary Vijoy Prakash.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The question regarding the use of eunuchs and their network surfaced at the workshop because the eunuchs manage to reach the family with a new baby within a few weeks of the birth. Bihar govt may use eunuchs to keep tabs on new births by Abhay Singh

The Bihar directorate of economics and statistics (DES), a subsidiary wing of the state's planning and development department (PDD), is mulling over using the 'kinnar' community (eunuchs) as informants for timely feedback on birth of new children in families of any locality, so that their registration could be done within the stipulated time. The efficacy of eunuchs as effective informants was discussed at a state-level workshop on "Civil registration system" held here on Sunday. "The participants have referred to using the services of the eunuchs and their elaborate network to collect information about birth of new-born babies in a family. The idea is imaginative. It does deserve attention. The department will think over how best to use their network," said PDD principal secretary Vijoy Prakash. The question regarding the use of eunuchs and their network surfaced at the workshop because the eunuchs manage to reach the family with a new baby within a few weeks of the birth. A group of eunuchs sing songs in such a family, which is considered auspicious, and the eunuchs managed to bargain a good sum of money from the family concerned. The need to develop an effective network of informants was felt at the workshop that was organized by DES with support from Unicef. It noted that birth registration figure of the state at 30 per cent of children born every year was still very low, even as it had improved in the last three years due to promotion of institutional delivery system at primary health centres (PHCs) in blocks and in other government hospitals. Incidentally, in line with the UN convention on child rights held in 1989, it was enjoined on the country to achieve 100 per cent registration of all births by 2010, but now the target year has been extended to 2015. Prakash pointed to the launch of a few measures in a planned way to achieve 100 per cent registration of births by 2015. The measures proposed included preparation of a handy manual to provide answers to all questions related to challenges faced in achieving the target, massive capacity building down to the block level to train persons concerned, including 80,000 anganwadi sewikas, need to develop centralized common reporting system (CCRS) on birth registration to overcome duplication, linking of government and private nursing homes with the CCRS to provide information regarding every new birth, and launch of massive awareness programme. Among those who spoke on the occasion were health and family welfare department principal secretary Amarjeet Sinha, national rural health mission (NRHM) state director Sanjay Kumar, chief registrar (births00000000 and deaths) Awadh Kishore Sinha, Unicef's state representative Yameen Mazumdar, Dr Anita Singh and Dr A K Singh, who run nursing homes, Dr Ajay Kumar from IMA and Dr Shakeel from Centre for Health and Resource Management (CHARM). Prakash also said a detailed report on the opinions and suggestions given by participants would be prepared to work as guidelines in the preparation of the manual.
