                <p>-The Telegraph</p><p>&nbsp;</p><div align="justify">Law minister Salman Khurshid today unveiled a slew of bills to be taken up in Parliament&rsquo;s winter session to demonstrate the government&rsquo;s commitment to fighting graft, other than the Lokpal Bill that he said would address the &ldquo;concerns of the common man&rdquo;.<br /><br />The whistle-blowers&rsquo; bill, sports bill and the judicial accountability bills are among those on the agenda, the minister told a news conference in the run-up to the session starting Tuesday.<br /><br />The judicial accountability bill was introduced in 2010 but referred to a House standing committee.<br /><br />The bill is expected to allow probes into complaints against sitting judges and recommend action. It will also lend the force of law to declaration of assets and liabilities of judges and lay down judicial standards. For now, judges will abide by self-disciplinary norms.<br /><br />The bill would, however, not deal with judicial appointments, a contentious issue to be addressed through another law later.<br /><br />Another proposed law lined up aims to check bribery in international business transactions, a commitment made by the Centre when it acceded to the UN Convention against Corruption on December 9, 2005.<br /><br />Khurshid was, however, careful to hedge his commitments with &ldquo;if and when the recommendations of the standing committee are made&rdquo;, especially on the Lokpal Bill. &ldquo;The government is not bringing this under pressure from anybody but because it is alive to the concerns of the common man,&rdquo; he said.<br /><br />The minister skirted a query on whether the committee had arrived at a consensus on including the Prime Minister and judges. The whistle-blowers&amp;rsquo; bill, sports bill and the judicial accountability bills are among those on the agenda, the minister told a news conference in the run-up to the session starting Tuesday.&lt;br /&gt;

The judicial accountability bill was introduced in 2010 but referred to a House standing committee.&lt;br /&gt;
&lt;br /&gt;
The bill is expected to allow probes into complaints against sitting judges and recommend action. It will also lend the force of law to declaration of assets and liabilities of judges and lay down judicial standards. For now, judges will abide by self-disciplinary norms.&lt;br /&gt;
&lt;br /&gt;
The bill would, however, not deal with judicial appointments, a contentious issue to be addressed through another law later.&lt;br /&gt;
&lt;br /&gt;
Another proposed law lined up aims to check bribery in international business transactions, a commitment made by the Centre when it acceded to the UN Convention against Corruption on December 9, 2005.&lt;br /&gt;
&lt;br /&gt;
Khurshid was, however, careful to hedge his commitments with &amp;ldquo;if and when the recommendations of the standing committee are made&amp;rdquo;, especially on the Lokpal Bill. &amp;ldquo;The government is not bringing this under pressure from anybody but because it is alive to the concerns of the common man,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
The minister skirted a query on whether the committee had arrived at a consensus on including the Prime Minister and judges. He also did not specify whether any mechanism had been worked out to bringing Class III and IV employees &amp;mdash; the lower bureaucracy&amp;mdash; within the Lokpal&amp;rsquo;s ambit to prevent harassment of the common man.&lt;br /&gt;

The flurry of bills are in keeping with the Prime Minister&amp;rsquo;s commitment to bring in a tighter legal regime to deal with graft after a series of corruption scandals buffeted the and spurred the Hazare campaign.&lt;br /&gt;

Khurshid was, however, careful to hedge his commitments with &ldquo;if and when the recommendations of the standing committee are made&rdquo;, especially on the Lokpal Bill. &ldquo;The government is not bringing this under pressure from anybody but because it is alive to the concerns of the common man,&rdquo; he said.<br />

The minister skirted a query on whether the committee had arrived at a consensus on including the Prime Minister and judges. He also did not specify whether any mechanism had been worked out to bringing Class III and IV employees &mdash; the lower bureaucracy&mdash; within the Lokpal&rsquo;s ambit to prevent harassment of the common man.<br />

The flurry of bills are in keeping with the Prime Minister&rsquo;s commitment to bring in a tighter legal regime to deal with graft after a series of corruption scandals buffeted the and spurred the Hazare campaign.<br />

Khurshid said an all-party meeting to debate electoral reforms, including the right to recall and reject advocated by the Anna Hazare camp, would be held soon after Prime Minister Manmohan Singh returns from Bali on Sunday.<br />

Other issues to be debated include steps to decriminalise politics, state funding of elections, audit of political parties&rsquo; accounts and a review of the anti-defection law.<br />
<br />
Khurshid also promised to push ahead with other reforms to make justice available to the marginalised sections and reduce delays. One way to do this will be to use IT. <br />
