Their plea came up before Justice Jayanta Biswas today.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Appearing for the Non-Gazetted Police Association, Congress leader Arunava Ghosh and former mayor Bikash Ranjan Bhattacharyya said the government&rsquo;s decision was &ldquo;arbitrary and unconstitutional&rdquo;.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">&ldquo;The police bodies were recognised by the state government in 1956.
