Labourers are not available even at higher wages and as a result, ongoing projects, including many realty projects, are progressing at a snail's pace.<br /><br />The labour intensive real estate and infrastructure industry is worth nearly Rs 50,000 crore and depends heavily upon migrant labourers from Madhya Pradesh, Rajasthan and Bihar besides Panchmahal and Dahod districts of Gujarat.<br /><br />&quot;Infrastructure and construction activities in the state require around 30 lakh workers. A large number of Godhra-based and migrant labourers from other states have moved to agriculture related work. Besides, realty projects are progressing slow in Gujarat due to environment clearance processes, due to which labourers are finding their employment unsecured. Builders facing acute shortage of labourers by Nayan Dave

Construction related projects in the state are facing a huge problem of labour shortage. Labourers are not available even at higher wages and as a result, ongoing projects, including many realty projects, are progressing at a snail's pace. The labour intensive real estate and infrastructure industry is worth nearly Rs 50,000 crore and depends heavily upon migrant labourers from Madhya Pradesh, Rajasthan and Bihar besides Panchmahal and Dahod districts of Gujarat. "Infrastructure and construction activities in the state require around 30 lakh workers. However, developers are working at 35 to 40% workforce due to non-availability of labourers," said Jaxay Shah, president of Confederation of Real Estate Developers' Association of India, Gujarat chapter. Projects under various government schemes including Jawaharlal Nehru National Urban Renewal Mission and the National Rural Employment Guarantee Scheme (NREGS) are providing lucrative options to migrant labourers near their native places, Shah said. Sources in Gujarat labour commissioner's office said that more than 16,000 families in the state were given benefits under the NREGS during the last financial year. "The growing manufacturing sectors within Gujarat is absorbing a large number of labourers and many have actually shifted from construction for better stability and relatively less labourious nature of work," said an official. Good monsoons in the past few years have also created job opportunities in agriculture sector, said Rishabh Patel, vice-president of Gujarat Institute of Housing and Estate Developers (GIHED). A large number of Godhra-based and migrant labourers from other states have moved to agriculture related work. Besides, realty projects are progressing slow in Gujarat due to environment clearance processes, due to which labourers are finding their employment unsecured. Staying in bigger cities is costly without having consistent income, said Patel. "We are noticing that people from villages don't have to leave for bigger cities because there are lots of infrastructure projects like power, roads, etc taking place within their vicinity," explained Patel, adding that even education and entertainment facilities have improved in rural areas, which lure people to stay near their native place, even if they get relatively lower wages. "Manpower crunch is not limited to skilled and unskilled labourers. It is prevalent at the managerial level as well," said GIHED director Rajesh Brahmbhatt.
