A third of it would be stored in the open, and vulnerable to damage from rain, as covered storage capacity is only 50 million tonnes. If these stocks are not run down by October when rice procurement begins, fresh stocks would have to be stored in the open. It would be perverse indeed, if the government of a country with a large poor population corners a third or so of the annual grain output, hoards it without distributing it to the needy and allows a lot of it to rot.

Averting such obscenity must have priority over all other considerations - pusillanimity of a food minister who seems to lack both courage and conviction , massaging high-minded egos at the National Advisory Council and babus' desperate desire to take cover, by resort to inaction, from any possible criticism by the Comptroller and Auditor General. This calls for action on three fronts. Liberalise farm exports on an institutional, rather than an ad-hoc , basis. Step up internal marketing, both through cheaper and dispersed 'open-market' sales at rates lower than current market ones, and through the public distribution system, by means of an enhanced subsidy (subsidising consumption is preferable to spending government money on storing excess grain while a part of it turns into mould). The biggest challenge is to reduce the role of the government and proportionately enhance the role of the private trade in food-handling.

High manditaxes (as high as 14.5% in Punjab) that state governments levy drive out private traders. To pre-empt them, the support price must be made inclusive of any tax a state government wants to levy.

An increasing portion of the food subsidy must be transferred to beneficiaries as cash, that can be spent at private outlets as well as at ration shops. And the marketing, storage and movement restrictions on grain must go, to make the market work. Business proving disastrous in policy on food & agriculture |
-The Economic Times Ashok Gulati, chairman of the Commission for Agricultural Costs and Prices, warns that India will have a record food grain stock of 75 million tonnes by June when wheat procurement for the year would be over.
High manditaxes (as high as 14.5% in Punjab) that state governments levy drive out private traders. To pre-empt them, the support price must be made inclusive of any tax a state government wants to levy. An increasing portion of the food subsidy must be transferred to beneficiaries as cash, that can be spent at private outlets as well as at ration shops. And the marketing, storage and movement restrictions on grain must go, to make the market work.
