Cabinet okays scheme to reduce malnutrition, anemia among kids

NEW DELHI: Following recommendations of the Prime Minister's National Council on India's nutrition challenges, the women and child development (WCD) ministry has proposed a multi-sectoral nutrition programme to be implemented as a special intervention in 200 high burden districts across the country with an aim to reduce child under-nutrition and reduction in levels of anemia among young children, adolescent girls and women. The Rs 1,213 crore programme was cleared by the Union Cabinet on Tuesday.

The programme will first start in 100 high-burden districts (to commence during 2013-14) in Assam and eight Empowered Action Group (EAG) states namely Bihar, Chhattisgarh, Jharkhand, MP, Odisha, Rajasthan, UP and Uttarakhand and will be upscaled to 19 states in all.

Remaining 100 districts will be covered from 2014-15 based on the number of districts capped as in ICDS mission for the 200 high burden districts. The maximum coverage has been planned for Uttar Pradesh with 40 districts covered in the programme followed by 30 districts in Bihar, 20 each in Maharashtra and Rajasthan. Cities like Delhi, Mumbai, Kolkata and Chennai have also been included.

Outcomes expected from the programme are prevention and reduction in child under-nutrition (underweight prevalence in children under 3 years of age) and reduction in levels of anemia among young children, adolescent girls and women.

The multi-sectoral programme will also work towards establishment of state and district nutrition councils; state, district and block nutrition action plans with nutrition focus in sectoral programmes and filling gaps for financial support for specific nutrition action.

The north-east and special category states will share 10% of the financial burden while other states' share will be 25%. The total spending is estimated at Rs 1213.19 crore out of which Centre will contribute Rs 944.39 crore and state share will be Rs 268.80 crore.
