The socially advanced persons and sections, known as the &quot;creamy layer,&quot; are barred from reservation benefits for the Other Backward Classes (OBCs).</p><p align="justify">The Cabinet on Thursday said the present income criterion of Rs. 4.5 lakh per annum is being enhanced for applying the &quot;creamy layer&quot; for excluding socially advanced persons and sections from the purview of reservation of OBCs.</p><p align="justify">According to officials, the increase in the income limit to exclude the creamy layer is &quot;in keeping with the increase in the consumer price index&quot; and would &quot;enable more persons to take advantage of reservation benefits extended to OBCs in government services and admission to central educational institutions&quot;.</p><p align="justify">Granting approval to the proposal, the Cabinet said it would bring about &quot;equity and greater inclusiveness&quot; in society.</p><p align="justify">Earlier, the limit for annual income was fixed in 2008, which specified that families with an annual income of Rs. 4.5 lakh and above could not be allowed the benefits. Cabinet revises income criterion to exclude creamy layer from OBC list

-The Hindu     Nod to increase income criterion from Rs. 4.5 lakh to Rs. six lakh The Union Cabinet on Thursday gave its approval for increasing the "creamy layer" income criterion from Rs. 4.5 lakh to Rs. six lakh per annum throughout the country. The socially advanced persons and sections, known as the "creamy layer," are barred from reservation benefits for the Other Backward Classes (OBCs). The Cabinet on Thursday said the present income criterion of Rs. 4.5 lakh per annum is being enhanced for applying the "creamy layer" for excluding socially advanced persons and sections from the purview of reservation of OBCs. According to officials, the increase in the income limit to exclude the creamy layer is "in keeping with the increase in the consumer price index" and would "enable more persons to take advantage of reservation benefits extended to OBCs in government services and admission to central educational institutions". Granting approval to the proposal, the Cabinet said it would bring about "equity and greater inclusiveness" in society. Earlier, the limit for annual income was fixed in 2008, which specified that families with an annual income of Rs. 4.5 lakh and above could not be allowed the benefits. As per a recommendation made by the OBC Commission, the ceiling was kept at Rs.12 lakh per annum for urban and Rs. nine lakh per annum for rural areas. After concerns were expressed over the limit on the grounds that it would reduce the number of people that comprise the creamy layer, a Group of Ministers (GoM) was appointed to resolve the issue. The Department of Personnel and Training and the Ministry of Human Resource Development will issue necessary orders to this effect.
