Cabinet to consider expanding UIDAI’s mandate in four states -Mahendra Singh |
-The Times of India
The move seems to be aimed at accelerating UPA's ambitious scheme so that the Congress-led government's direct benefit transfer can be executed before the coming Lok Sabha polls. The plan to allow UIDAI to enroll people in states such as Uttar Pradesh, Bihar, Chhattisgarh and Uttarakhand was taken considering the slow progress in issuing unique identification numbers in around 50 districts of these politically crucial states. According to the proposal, UIDAI will enroll around 339 million people in these four states which is in addition to its mandate to issue Aadhaar cards to 600 million residents as per the original plan. In an attempt to end the turf war between UIDAI and home ministry's NPR, a compromise formula was worked out under which UIDAI was given permission to enroll 600 million people based on biometric details, while NPR was to collect its own data through the Registrar-General of India for the remaining 600 million. The aim was to issue unique identification numbers to the country's entire 1.2 billion residents. As per available figures, UIDAI has given Aadhaar numbers to around 561 million people, while identification numbers generated through NPR is around 139 million. Home ministry sources said the proposal is expected to get cleared by the Cabinet Committee on Economic Affairs as it has been vetted by UPA's top leadership even as finance ministry and home ministry have expressed reservations. An official said, "The government wants to expedite direct benefits transfer for which Aadhaar enrollment needs to speed up in these big states." |
