Providing these basic services - sewer lines, water connections, roads and drainage - was mandatory before legalizing these colonies, as per an apex court order. The state government, had in 2012, regularized 312 colonies on private lands and 583 partly or fully on public lands. The CAG audit on these colonies has found that majority of the surveyed settlements had no such services available, or the works initiated were left incomplete and in some cases, they were never constructed by the authorities.
