The state government, had in 2012, regularized 312 colonies on private lands and 583 partly or fully on public lands.</p><p align="justify">The CAG audit on these colonies has found that majority of the surveyed settlements had no such services available, or the works initiated were left incomplete and in some cases, they were never constructed by the authorities.</p><p align="justify">The report has been sent to the lieutenant governor's office and is likely to be tabled in Parliament in the coming session, considering that the Delhi assembly is in suspended animation.</p><p align="justify">The CAG scrutiny revealed that the state government spent over Rs 3,029 crore but works related to roads and drainage were incomplete in almost 46% of the 895 unauthorized colonies. The DJB (Delhi Jal Board) failed to provide sewer lines in 797 colonies and water lines in 197 out of 895 colonies as on March 31, 2013,&quot; the report said.</p><p align="justify">Later, in its comments sent to the auditor, &quot;the UDD accepted that there was no monitoring of physical and financial progress of works done by the executing agencies&quot;.</p><p align="justify">As per the master plan of Delhi 2021, in all unauthorized colonies, it is mandatory to have minimum necessary services and community facilities, including water, roads, electricity, sewer and drainage facilities. This was further made necessary through a Supreme Court judgment in 2006 which said &quot;in case state authorities are not in a position to make available basic services, there shall be no regularization of unauthorized colonies&quot;.</p><p align="justify">After the apex court order, the state government in 2007 revised its guidelines and incorporated the order and the UDD of the state government released Rs 3,666 crore during 2007-13 for providing these basic services in the 895 unauthorized colonies.</p><p align="justify">CAG carried out a comprehensive audit inspecting the files of the Union ministry of urban development relating to regularization of unauthorized colonies, besides the files of the UDD of Delhi and other agencies of the state government such as DJB and PWD. </p>'

CAG flays Sheila Dikshit-led govt in Delhi, says no facilities in illegal colonies -Pradeep Thakur

-The Times of India NEW DELHI: The Comptroller and Auditor General (CAG) has punched holes in the Sheila Dikshit-led Congress government's claim of having provided basic services in 895 unauthorized colonies in the capital, touted as a major achievement of Dikshit's tenure, for which it spent more than Rs 3,000 crore between 2007 and 2013. Providing these basic services - sewer lines, water connections, roads and drainage - was mandatory before legalizing these colonies, as per an apex court order.
