Further, as against a target of 8040, the department could identify only 128 beneficiaries under Annapurna Scheme meant for indigent senior citizens during 2006-11. Also, funds available for the beneficiaries remained unutilised and there was a delay up to 332 days in issue of ration cards against the prescribed one month in the PDS Control Order.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The CAG report has also stated that the food management system in the Government was not functioning properly as allocated quantities by the Government of India could not be utilised in full by the Delhi Government. The CAG report has also stated that the food management system in the Government was not functioning properly as allocated quantities by the Government of India could not be utilised in full by the Delhi Government. Even the quantities allocated by the Department were not fully lifted from Food Corporation of India outlets and distributed to the beneficiaries. “There was a difference in allocation of wheat and rice by the Government of India and the department and also difference in quantity of lifting of food grains by the FCI, Delhi State Civil Supplies Corporation and the Department. The Department did not notice or initiate remedial measures to eliminate the causes for these discrepancies,” it said. Further, it observed that there was a difference in quantity of kerosene in allocation and lifting given by the oil sector and the department. As for the printing of Below Poverty Line (fresh) cards, the report said while they were to be made only from the scanned data, the Department was having scanned data of 54,378 cards only against 136,436 cards prepared by it. On the other hand, it said allocation and distribution of food grains and kerosene oil on undistributed cards was also observed. The report said according to the PDS Control Order 2001, future allocation of food grains was to be linked with the regular furnishing of utilisation certificates (UCs) by the State within a period of two months from the month for which the earlier allocation was made. However, it said a scrutiny of the records revealed that the Department was not regular in submitting UCs as it had submitted them only up to September 2009. As per the utilisation certificates, it said there was a difference in the closing balances of rice and wheat to the extent of minus 687 quintals and 2727 quintals under APL scheme; 161 quintals and 54 quintals in BPL scheme and 79 quintals and 170 quintals in AAY scheme. In its response in February 2012, the Department said that due to delimitation of boundaries of Assembly constituencies in July 2009, the areas of circles were merged and the fair price shops were shifted from one circle to another due to which the figures of September 2009 could not be compiled correctly. But the CAG did not find merit in the argument as it held that the reply was not acceptable as more than two years had lapsed since but the department has neither furnished the UCs to the Government nor reconciled the figures of differences.
