                <p align="justify"><br /><font >The annual confidential report (ACRs) of an IAS officer may now depend a lot on the administrative skills he shows in the implementation of several <a href="https://im4change.in/articles.php?articleId=73&amp;pgno=2" title="https://im4change.in/articles.php?articleId=73&amp;pgno=2">centrally-sponsored social sector programmes</a> and how effectively he takes a district up on the developmental parameters. </font></p><p align="justify"><font >Concerned at largescale <a href="https://im4change.in/articles.php?articleId=35" title="https://im4change.in/articles.php?articleId=35">leakages</a> in many of the social sector schemes, the Manmohan Singh government has asked its official auditor, the Comptroller and Auditor General (CAG), to change the course of its audit and take the district as a unit to evaluate how it has performed while implementing several developmental programmes funded by the Centre. </font></p><p align="justify"><font >So far, CAG had been auditing a particular scheme or evaluating the overall performance of a state. This will be the first time that a district will be taken up for audit. </font></p><p align="justify"><font >The ACRs of an administrator in the district and those coordinating and monitoring the schemes at the Centre will take into account the CAG review and the briefing made to the chief secretary in a state. </font></p><p align="justify"><font >CAG Vinod Rai told TOI that they have started auditing districts in a state for the overall performance. He said that the skills of an administrator will be one of the factors in evaluating his performance in future. </font></p><p align="justify"><font >This was also conveyed through a circular by the Cabinet secretary that work parameters of secretaries of various departments will be evaluated on how seriously he or she has responded to the CAG observations and audit paragraphs, Rai added. This will be the first time that a district will be taken up for audit. </font></p><p align="justify"><font >The ACRs of an administrator in the district and those coordinating and monitoring the schemes at the Centre will take into account the CAG review and the briefing made to the chief secretary in a state. </font></p><p align="justify"><font >CAG Vinod Rai told TOI that they have started auditing districts in a state for the overall performance. He said that the skills of an administrator will be one of the factors in evaluating his performance in future. </font></p><p align="justify"><font >This was also conveyed through a circular by the Cabinet secretary that work parameters of secretaries of various departments will be evaluated on how seriously he or she has responded to the CAG observations and audit paragraphs, Rai added. So far, CAG has started district-specific audits in Himachal Pradesh (HP), Meghalaya and Uttarakhand. It has completed audit of Shimla in HP, West Garo Hills in Meghalaya and Dehradun in Uttarakhand. </font></p><p align="justify"><font >Rita Mitra, principal accountant-general of HP, said, &quot;We are rating the performance of the district administrator and this may impact their ACRs though our audits are not necessarily doing that.&quot; <br /></font></p>'
