Saxena said: &amp;ldquo;Funds under (the sub-plans) are being spent for construction of power projects or major road projects; so the benefits are more universal in nature.&amp;rdquo;&lt;br /&gt;

Saxena told The Telegraph that the funds allotted for Dalit and tribal welfare schemes are now mostly spent on wider projects, diluting the benefits, which accrue to all rather than specifically to Dalits and tribals.<br /><br />The council examined the implementation of the Scheduled Caste Sub-Plan and Tribal Sub-Plan schemes, launched three decades ago. Saxena told The Telegraph that the funds allotted for Dalit and tribal welfare schemes are now mostly spent on wider projects, diluting the benefits, which accrue to all rather than specifically to Dalits and tribals.<br /><br />The council examined the implementation of the Scheduled Caste Sub-Plan and Tribal Sub-Plan schemes, launched three decades ago. The Centre and the states now allocate for these schemes a proportion of the total welfare outlay that is not less than the proportion of Dalits and tribals in the population.<br /><br />Ministries and departments at the Centre and states are to utilise these funds for projects meant to reduce poverty and unemployment, develop human resources and health services, and provide basic amenities to the target populations in their localities.<br /><br />Saxena said: &ldquo;Funds under (the sub-plans) are being spent for construction of power projects or major road projects; so the benefits are more universal in nature.&rdquo;<br /><br />Besides, a part of the funds goes to schemes such as the Sarva Siksha Abhiyan and the National Rural Livelihood Mission. Saxena said it was difficult to measure the benefits accruing to tribals and Dalits through the spending of the sub-plan funds under these schemes.<br /><br />Also, a part of the sub-plan funds is spent on individual benefits, such as the scholarships awarded to tribal and Dalit students by the social justice and empowerment ministry or the tribal affairs ministry.<br /><br />A background note prepared by the advisory council says the implementation of the two sub-plans has been gravely deficient both in the states and at the Centre, and a new system must be devised for the 12th Plan period (2012-17). There should be pro-active planning for spending the funds.<br /><br />The council has suggested that the differences in development between the target populations and others living in the same area be assessed and a plan drawn up on how to bridge the gap through the sub-plans. The process should determine whether the benefits are quantifiable.<br /><br />A high-level committee should review and appraise the implementation of the sub-plans, the council says.<br /><br />The committee will approve the schemes under the sub-plans and review their implementation. Similarly, there should be an apex body in states with the chief minister as chairperson to approve and review the schemes.<br /><br />The outcomes of the schemes should be periodically evaluated, the council has said. <br /></div>'
