The Centre thinks the scheme's second phase can kick off only in July after the targets set for the first phase are met. The delay should cause concern to Congress managers who would prefer that rural and urban poor have savoured the advantages of DBT - in short, getting entitlements without delay and without having to pay bribes -- before the May 2014 polls. The party believes cash transfers can woo the poor like the job scheme and the loan waiver in 2009 polls. Congress heir-imminent Rahul Gandhi reflected the optimism some time back when he said that successful implementation of cash transfers would ensure Congress's success not just in the coming LS polls, but also in the contest scheduled for 2019. The ruling party even coined a catchy slogan "aapka paisa, aapke hath", a variation of the successful "Congress ka haath, aam aadmi ke saath" theme for the 2004 and 2009 elections. With the deadline proving slippery, PMO has convened a meeting on Wednesday to review progress of DBT. Government records show that the delay in the first phase is because of unsatisfactory levels of Aadhaar enrolment and required "seeding" of individual accounts with Aadhaar numbers. The "seeding", pairing in lay lexicon, would complete the authentication of bank accounts. The rollout of LPG subsidy through cash transfer has also been delayed by a month, to now start from May 15 in 20 districts. The fate of expansion of LPG subsidy through DBT would depend on Aadhaar enrolment "hitting a threshold" in the remaining districts. Significantly, the government is concerned that "most poor states" are still out of the ambit of DBT because they fall under the National Population Register domain while Aadhaar is mandatory for the scheme. Odisha, West Bengal, UP, Uttarakhand, Bihar and Chhattisgarh have the largest population of poor whom the cash transfers are aiming to benefit. The Centre divided the country into states where Aadhaar authority was tasked with collecting bio-metric details to give the 'unique identity number' and those where National Population Register, a mandate of the Union home ministry, will enroll people and share the data for issue of UID number. The division of states aimed to avoid duplication between Aadhaar and NPR which were operating simultaneously with similar tasks.
