Election Commission committed to far-reaching reforms: Quraishi

Civil society should take responsibility of cleansing the system: Vinod Rai

Both Chief Election Commissioner S.Y. Quraishi and Comptroller and Auditor-General Vinod Rai on Friday called upon the people to stand up against corruption and underlined their optimism about the future of India.

Addressing the CII national conference here, both focussed on governance, ethics and social responsibility.

Mr. Quraishi called upon the people to wisely choose their political leadership and said it would be dangerous to condemn politicians elected in a democracy. He regretted low turnouts in elections.

“If a single word can sum up the diversity of India, it would be democracy and functioning of democracy will always find a way to right itself.”

Stressing the Commission's commitment to far-reaching reforms, Mr. Quraishi said one of its initiatives to prevent those with serious criminal records or cases against them from contesting was stuck due to political apathy in passing a law.

He said all political parties had their share of candidates of questionable background and that explained the lack of incentive on their part to seek such reforms. Mr. Quraishi said such reforms were crucial.

He condemned the widespread practice of incorrect disclosure of income by candidates and the enormous amount of spending during campaigning.

Mr. Rai advocated a shift from the old paradigm of government action and civil society inaction to one where the ultimate stakeholder, civil society takes on the responsibility of cleansing the system and fighting corruption.

True test

He said the success of the country's vibrant economic growth lay in the fact that it was delivered in a participatory democratic framework. “But the true test of democracy is when people just don't participate in elections but participate in governance.”

The CAG said his office was implementing reforms to facilitate this process by reaching out to sectoral and regional experts to help with audits.In return for their expertise, the CAG is giving them a voice in the audit process.
