Earlier, 14 districts were included in the IAP. Union rural development minister Jairam Ramesh, during his recent visit to the state, had spoken about the proposed inclusion of the three on the list.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">IAP is the principal mover of Union home minister P. Chidambaram&rsquo;s &ldquo;hold-and-develop&rdquo; strategy to counter Maoists by focusing on the grassroots.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">From 60 districts across nine Naxalite-affected states, the number has shot up to 78. The 18 new entrants have been allocated Rs 30 crore per district per fiscal, highly placed sources said.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Statistics cite that among the 182 districts where Maoists are active, 30 report 80 per cent of the violence. However, these new entries are not a part of the deadly 30.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The IAP&rsquo;s chosen 78 districts will get focused and key development aid from the Centre for the 2012-13 fiscal also, The Telegraph has learnt.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The IAP concentrates on plugging gaps in critical infrastructure at the grassroots such as undertaking repair work of roads, nullahs, schools and the like.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In this, Jharkhand has not fared badly, at least on paper. Of the Rs 630 crore disbursed to it in the fiscal years 2010-11 and 2011-12, the state government has utilised Rs 377.45 crore for 14 districts, which is a creditable 59.91 per cent.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">It is also higher than the national average of 51.14 per cent, a figure that has been dragged down by laggard states such as Bihar and Bengal, where funds utilisation rates are lower than the national average.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">While Bihar had received Rs 245 crore from the Centre, it managed to spend only Rs 73.2 crore or 29.8 per cent of funds across seven districts. However, two more of its districts &mdash; Kaimur and Munger &mdash; will now be added to the IAP list.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Bengal&rsquo;s Naxalite hub West Midnapore has incidentally shown one of the poorest performances in utilising central funds. Under IAP, Rs 45 crore was given to the district of which only Rs19.03 crore was spent.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, Jharkhand fares poorer than Andhra Pradesh, which utilised 71 per cent of its funds across two districts. The Centre also handpicked six of its districts for IAP aid.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Three and two districts of Orissa and Uttar Pradesh, respectively, have also been added to the IAP.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Another proposal of adding 20 districts to the existing list of 83 under the Centre&rsquo;s Security Related Expenditure has been mooted, where three of Jharkhand&rsquo;s districts &mdash; Dumka, Deoghar and Pakur &mdash; are included. Under the scheme, special grants are enjoyed by the police forces.</div>               </font>

Statistics cite that among the 182 districts where Maoists are active, 30 report 80 per cent of the violence. However, these new entries are not a part of the deadly 30. The IAP’s chosen 78 districts will get focused and key development aid from the Centre for the 2012-13 fiscal also, The Telegraph has learnt. The IAP concentrates on plugging gaps in critical infrastructure at the grassroots such as undertaking repair work of roads, nullahs, schools and the like. In this, Jharkhand has not fared badly, at least on paper. Of the Rs 630 crore disbursed to it in the fiscal years 2010-11 and 2011-12, the state government has utilised Rs 377.45 crore for 14 districts, which is a creditable 59.91 per cent. It is also higher than the national average of 51.14 per cent, a figure that has been dragged down by laggard states such as Bihar and Bengal, where funds utilisation rates are lower than the national average. While Bihar had received Rs 245 crore from the Centre, it managed to spend only Rs 73.2 crore or 29.8 per cent of funds across seven districts. However, two more of its districts — Kaimur and Munger — will now be added to the IAP list. Bengal’s Naxalite hub West Midnapore has incidentally shown one of the poorest performances in utilising central funds. Under IAP, Rs 45 crore was given to the district of which only Rs19.03 crore was spent. However, Jharkhand fares poorer than Andhra Pradesh, which utilised 71 per cent of its funds across two districts. The Centre also handpicked six of its districts for IAP aid. Three and two districts of Orissa and Uttar Pradesh, respectively, have also been added to the IAP. Another proposal of adding 20 districts to the existing list of 83 under the Centre’s Security Related Expenditure has been mooted, where three of Jharkhand’s districts — Dumka, Deoghar and Pakur — are included. Under the scheme, special grants are enjoyed by the police forces.
