The cabinet secretariat has asked the consumer affairs ministry to move a proposal to do away with the exemptions.<br /><br />In its September 28 order on extending the stock limit of pulses, oilseeds and edible oil till next September, the consumer affairs ministry had exempted three categories of players -- exporters having import-export code issued by the directorate general of foreign trade; licensed food processors which use pulses as a raw material; and retailers with multiple outlets and large departmental stores were the ntal retailers.<br /><br />TOI has learnt that a section in the government feels that some chunk of the pulses available within the country may have been stored by such players. However, the proposal to put any restriction on the certified exporters may not send the right signal considering the fact that they may have signed contract with others to export the key kitchen item and cannot be faulted because of the spike in pulse prices.<br /><br />Government officials said the new measures are being planned considering the shortage of pulses, particularly arhar, in the international market.
