Centre plans to tackle drought -Dipak Kumar Dash |
-The Times of India NEW DELHI: Anticipating a drought like situation in some parts of the country due to expected less rainfall and shortage of drinking water, particularly in Maharashtra and Karnataka, Centre has asked the states sought detailed information from state governments. They have been asked to submit a detailed contingency plans including identifying new borewells and open wells, high yielding agricultural bore wells for hiring and possibility of transporting water through special trains. The drinking water and sanitation ministry has asked the state agencies to upload the detailed information on ministry's online monitoring system for review on a fortnightly basis. The ministry has circulated a copy of the standard operating procedure (SOP) for responding to natural disaster, which gives detailed steps to be taken for preparedness, response and relief at state, district, block and village level. The ministry in its advisory has asked the state governments to identify habitations indicating the month from which these are likely to face water crisis. The states have also been asked to prepare adequate plans with route maps to supply safe drinking water through tankers for vulnerable villages. "We have advised that such plans should specify the months, identify source, delivery points and storage structures," a ministry official said. One of the major thrust is to identify high yielding agricultural borewells, which can be hired during crisis and to avoid water mafia exploiting the situation. The state governments have been advised to "Identify water supply systems that are defunct or low yielding and take up artificial recharge structures." The ministry has said that the states must closely monitor ground water level and assessing feasibility of drilling new tube wells at various depths with coordination of Central Ground Water Board. |
