Centre slaps fee to curb plastic use

-The Telegraph New Delhi: Shopkeepers and street vendors across India who wish to continue providing commodities in plastic bags would need to pay Rs 4,000 per month to local authorities under new rules intended to discourage free carry bags. The Union environment ministry today announced revised rules to manage India's massive burden of plastic waste. The rules will introduce this waste management fee on vendors, while imposing a collect-back system for brand-owners and producers. The ministry estimates that India generates over 15,000 tonnes of plastic waste every day of which only about 9,000 tonnes is collected and processed. "We are now extending the rules, earlier applicable only to municipal areas, to all villages," environment minister Prakash Javadekar said, citing the growing use of plastic across rural areas. "This is part of our efforts at revamping waste management rules," he said. The rules, which increase the minimum thickness of plastic carry bags from 40 to 50 microns, are expected to increase the cost of such bags by about 20 per cent and thus discourage shopkeepers or vendors from giving free carry bags to customers. Thicker plastic bags are also more likely to be collected for recycling or disposal than the thinner bags. Product manufacturers, importers and brand-owners who introduce plastic carry bags multi-layered plastic sachets, or pouches for packaging six months after the notification of the rules will need to establish a system to collect the plastic waste generated by their products. They will be expected to establish collection systems either through urban development bodies or their own distribution channels. The ministry, in a notification on plastic waste management, has also specified that retailers or street vendors can no longer pack commodities in plastic bags or plastic sheets that are not manufactured or labelled under specified rules. All shopkeepers and street vendors wishing to continue dispensing products in plastic bags would need to register with the local authorities and pay a minimum of Rs 48,000 per year as "plastic waste management fee." The environment ministry has said this move is intended to improve the financial resources available with local authorities that would be expected to channel these collected funds exclusively to manage plastic waste.
