A proposal has also been made to put in place a standing tribunal so that cases of inter-State water basins could be resolved expeditiously.&lt;br /&gt;

&lt;em&gt;Fundamental issue&lt;br /&gt;
&lt;/em&gt;&lt;br /&gt;
Stressing the need to inculcate in people&#039;s minds the importance of using the precious commodity judiciously, the Minister said water-pricing was one of the most fundamental political issues at hand. &amp;ldquo;To attain water security, we need to price water rationally. People should pay according to their means. This will stop water wastage and bring about an attitudinal change towards water consumption.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
According to Mr. Khurshid, the new water policy, to be launched next year, should make water management the central issue of governance. &amp;ldquo;Water policy should be the people&#039;s issue. The attitude towards water management should decide who comes to governance.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Water is not an infinite resource. We are sitting on a volcano which will impact future generations,&amp;rdquo; Mr. Khurshid said, adding that his Ministry intended to turn the water scarcity issue into a &amp;ldquo;people&#039;s movement&amp;rdquo; to help change the public mindset. The Prime Minister has agreed to address a day-long session between Chief Ministers discussing the issue.&lt;br /&gt;

People should pay according to their means. This will stop water wastage and bring about an attitudinal change towards water consumption.&rdquo;<br /><br />According to Mr. Khurshid, the new water policy, to be launched next year, should make water management the central issue of governance. &ldquo;Water policy should be the people's issue.                 <br /><div align="justify">The Centre will come up with a new National Water Policy next year that will address the issues of water scarcity, management and conservation, Union Water Resources Minister Salman Khurshid said here on Monday.<br /><br />The Ministry has already undertaken an exercise to review the National Water Policy of 2002, and is holding consultations with various stakeholders on the new policy, which would take on board issues relating to climate change.<br /><br />Addressing the international conference on &lsquo;Blue revolution: Charting South Asia's Water Future', organised by the PHD Chamber of Commerce here, Mr. Khurshid said the government was looking at various aspects of the water policy and would, if needed, amend the Constitution.<br /><br />A proposal has also been made to put in place a standing tribunal so that cases of inter-State water basins could be resolved expeditiously.<br /><br /><em>Fundamental issue<br /></em><br />Stressing the need to inculcate in people's minds the importance of using the precious commodity judiciously, the Minister said water-pricing was one of the most fundamental political issues at hand. &ldquo;To attain water security, we need to price water rationally. People should pay according to their means. This will stop water wastage and bring about an attitudinal change towards water consumption.&rdquo;<br /><br />According to Mr. Khurshid, the new water policy, to be launched next year, should make water management the central issue of governance. &ldquo;Water policy should be the people's issue. The attitude towards water management should decide who comes to governance.&rdquo;<br /><br />&ldquo;Water is not an infinite resource. We are sitting on a volcano which will impact future generations,&rdquo; Mr. Khurshid said, adding that his Ministry intended to turn the water scarcity issue into a &ldquo;people's movement&rdquo; to help change the public mindset. The Ministry has already undertaken an exercise to review the National Water Policy of 2002, and is holding consultations with various stakeholders on the new policy, which would take on board issues relating to climate change. Addressing the international conference on ‘Blue revolution: Charting South Asia's Water Future', organised by the PHD Chamber of Commerce here, Mr. Khurshid said the government was looking at various aspects of the water policy and would, if needed, amend the Constitution. A proposal has also been made to put in place a standing tribunal so that cases of inter-State water basins could be resolved expeditiously. Fundamental issue Stressing the need to inculcate in people's minds the importance of using the precious commodity judiciously, the Minister said water-pricing was one of the most fundamental political issues at hand. “To attain water security, we need to price water rationally. People should pay according to their means. This will stop water wastage and bring about an attitudinal change towards water consumption.” According to Mr. Khurshid, the new water policy, to be launched next year, should make water management the central issue of governance. “Water policy should be the people's issue. The attitude towards water management should decide who comes to governance.” “Water is not an infinite resource. We are sitting on a volcano which will impact future generations,” Mr. Khurshid said, adding that his Ministry intended to turn the water scarcity issue into a “people's movement” to help change the public mindset. The Prime Minister has agreed to address a day-long session between Chief Ministers discussing the issue. The Minister said while the Centre was formulating a new water policy that would incorporate central issues of governance such as environment and development, the States could form their own policies as water was a State subject. He said inter-State water basins could help address water shortages in the country but often such sharing projects landed up in tribunals and courts. “Attitudinal changes are needed in inter-State water relations.”
