Chavan says RTI slows down decision making but brings transparency

Maharashtra Chief Minister Prithviraj Chavan said on Monday that though the decision-making process had slowed down after the RTI Act came into effect, the legislation had indeed facilitated transparency in governance.

“Everybody has become extremely cautious (because of the RTI Act). There is no doubt that the decision-making has slowed down. In that transition period, we are moving towards much more transparent governance which will pay us dividends in future,” Chavan said.

Participating in a debate on “The new role of the States: Catalysts for growth” at the India Economic Summit organised by the CII and World Economic Forum, Chavan said the scams and issues of corruption being discussed in the media currently did not happen last year or its previous year or a year before that.

“These things happened in an environment when the decision makers thought their decision will never be seen by the public. Suddenly, we have a situation that the rug has been pulled from under the feet and what you had decided 10-15 years back is coming to light and it is appearing that some laws have been broken,” he said.

Chavan made these remarks as he explained the reasons for the “extreme caution” being adopted by those in power.

Chavan also stressed on the need for sharing best practices between States. “There is lot of communication and learning between States, even from States which are ruled by other political parties,” he said.
