drought-affected. Including this, the total number of drought-affected

chief minister Raman Singh&amp;rsquo;s office.&lt;br /&gt;

A request for nearly Rs.4,000 crore in assistance has been sent to the Centre to carry out relief operations, it added.&lt;br /&gt;

To fall under the &amp;lsquo;deficient&amp;rsquo; category, a state has to record at least a 20% deficit.&lt;br /&gt;

the entire country, the June-September south-west monsoon recorded a 
deficit of 14%, with as many as 302 out of 640 districts recording a 
shortfall of 20% or more. This is the second consecutive year of 
drought, worsening rural distress across the country; last year, the 
monsoon deficit was 12%.&lt;br /&gt;
&lt;br /&gt;
States such as Uttar Pradesh and Bihar, 
which together account for 91 rainfall &amp;lsquo;deficient&amp;rsquo; districts, are yet to
take a call on declaring a drought. Haryana, Gujarat, Rajasthan and 
Telangana too witnessed deficit rain in parts, but are yet to notify a 
drought.&lt;br /&gt;

As per its classification, a state-wide deficit of 12% means &lsquo;normal&rsquo;.<br /><br />To fall under the &lsquo;deficient&rsquo; category, a state has to record at least a 20% deficit.<br /><br />Forthe entire country, the June-September south-west monsoon recorded a deficit of 14%, with as many as 302 out of 640 districts recording a shortfall of 20% or more. This is the second consecutive year of drought, worsening rural distress across the country; last year, the monsoon deficit was 12%.<br /><br />States such as Uttar Pradesh and Bihar, which together account for 91 rainfall &lsquo;deficient&rsquo; districts, are yet totake a call on declaring a drought. For
the entire country, the June-September south-west monsoon recorded a 
deficit of 14%, with as many as 302 out of 640 districts recording a 
shortfall of 20% or more. This is the second consecutive year of 
drought, worsening rural distress across the country; last year, the 
monsoon deficit was 12%.&lt;br /&gt;
&lt;br /&gt;
States such as Uttar Pradesh and Bihar, 
which together account for 91 rainfall &amp;lsquo;deficient&amp;rsquo; districts, are yet to
take a call on declaring a drought. Haryana, Gujarat, Rajasthan and 
Telangana too witnessed deficit rain in parts, but are yet to notify a 
drought.&lt;br /&gt;
&lt;br /&gt;
Notifying a drought helps farmers avail relief of 
Rs.2,700 per acre in rain-fed areas. This is the only relief that a 
majority of farmers can expect since penetration of crop insurance is 
low&amp;mdash;about 95% of paddy farmers and 90% of cotton growers in India do not
insure their crop, according to data from the National Sample Survey 
Organizaiton released last December.&lt;br /&gt;

The second straight year of 
drought is likely to dent production of rain-fed crops such as pulses,

Earlier, Karnataka, Maharashtra, Odisha, Madhya Pradesh and Andhra Pradesh declared a drought in 110 of their districts.<br />
<br />
&ldquo;Based
on a prima facie evaluation, the cabinet has decided to declare 17 
tehsils (sub-districts) with yield of 50 paise or less as 
drought-affected. Including this, the total number of drought-affected 
tehsils has reached 110 (out of 150),&rdquo; said a release from Chhattisgarh 
chief minister Raman Singh&rsquo;s office.<br />
<br />
A request for nearly Rs.4,000 crore in assistance has been sent to the Centre to carry out relief operations, it added.<br />
<br />
Earlier,
Madhya Pradesh, Karnataka and Odisha together asked the Centre for 
Rs.9,400 crore to provide immediate relief to farmers and carry out 
relief measures like supply of drinking water and fodder for livestock.<br />
<br />
However,
the Centre is yet to take a decision on any of the states&rsquo; demands, 
though it sent teams to take stock of the ground situation in Karnataka,
Odisha and Chhattisgarh.<br />
<br />
Maharashtra and Andhra Pradesh are yet to seek central assistance for drought relief.<br />
<br />
According
to data from the India Meteorological Department, Chhattisgarh recorded
a rainfall deficit of 12% compared to the long-period average. As per 
its classification, a state-wide deficit of 12% means &lsquo;normal&rsquo;.<br />
<br />
To fall under the &lsquo;deficient&rsquo; category, a state has to record at least a 20% deficit.<br />
<br />
For
the entire country, the June-September south-west monsoon recorded a 
deficit of 14%, with as many as 302 out of 640 districts recording a 
shortfall of 20% or more. This is the second consecutive year of 
drought, worsening rural distress across the country; last year, the 
monsoon deficit was 12%.<br />
<br />
States such as Uttar Pradesh and Bihar, 
which together account for 91 rainfall &lsquo;deficient&rsquo; districts, are yet to
take a call on declaring a drought. Haryana, Gujarat, Rajasthan and 
Telangana too witnessed deficit rain in parts, but are yet to notify a 
drought.<br />
<br />
Notifying a drought helps farmers avail relief of 
Rs.2,700 per acre in rain-fed areas. This is the only relief that a 
majority of farmers can expect since penetration of crop insurance is 
low&mdash;about 95% of paddy farmers and 90% of cotton growers in India do not
insure their crop, according to data from the National Sample Survey 
Organizaiton released last December.<br />
<br />
The second straight year of 
drought is likely to dent production of rain-fed crops such as pulses, 
soybean, cotton and coarse grains.
