                <br /><div align="justify">Mandated to monitor the implementation of the Right of Children to Free and Compulsory Education Act, 2009, the National Commission for Protection of Child Rights is planning social monitoring of the historic law that guarantees elementary education to children in the age group of 6-14.<br /><br />This is the first time that the law separates the implementing agency from the monitoring one. The basic premise of social monitoring is public participation in the planning, implementation and evaluation of a programme, policy or law.<br /><br />The NCPCR is in the process of developing a tool for the social monitoring of the Act, which will be initiated as a pilot project from early next year in 250 panchayats across Rajasthan, Madhya Pradesh, Haryana, Uttar Pradesh, Bihar, Assam, Andhra Pradesh, Tamil Nadu and Delhi.<br /><br />Key aspects of schooling such as the admission processes, infrastructure, preparedness, teachers, quality of learning outcomes, classroom transactions, financial considerations and school management committees will be monitored.<br /><br />A social audit is normally followed by a public hearing, where issues raised by the community and findings of the audit are presented before a jury &mdash; once again allowing official information to be mirrored against local knowledge in order to improve implementation of a programme and further strengthen it in the presence if a jury. In the social monitoring of the RTE, issues affecting children will be discussed and resolved on a public platform.<br /><br />Recently, independent monitoring processes conducted by civil society organisations in Bhopal, Alwar (Rajasthan) and Chennai culminated in public hearings at the State and district-levels over the last few months.<br /><br />Several cases of violations of the RTE Act were examined and directions were issued by a jury, headed by the NCPCR chairperson Shantha Sinha. The basic premise of social monitoring is public participation in the planning, implementation and evaluation of a programme, policy or law. The NCPCR is in the process of developing a tool for the social monitoring of the Act, which will be initiated as a pilot project from early next year in 250 panchayats across Rajasthan, Madhya Pradesh, Haryana, Uttar Pradesh, Bihar, Assam, Andhra Pradesh, Tamil Nadu and Delhi. Key aspects of schooling such as the admission processes, infrastructure, preparedness, teachers, quality of learning outcomes, classroom transactions, financial considerations and school management committees will be monitored. A social audit is normally followed by a public hearing, where issues raised by the community and findings of the audit are presented before a jury — once again allowing official information to be mirrored against local knowledge in order to improve implementation of a programme and further strengthen it in the presence if a jury. In the social monitoring of the RTE, issues affecting children will be discussed and resolved on a public platform. Recently, independent monitoring processes conducted by civil society organisations in Bhopal, Alwar (Rajasthan) and Chennai culminated in public hearings at the State and district-levels over the last few months. Several cases of violations of the RTE Act were examined and directions were issued by a jury, headed by the NCPCR chairperson Shantha Sinha. Social monitoring has gained popularity and proved successful in the country over the past few years, especially in the case of implementation of the Mahatma Gandhi National Rural Employment Guarantee Act. People's involvement in the implementation of development programmes builds a channel of communication between the public and the local authority, and ensures that official information is easily available. Such a process provides for effective participation of the people in monitoring expenditure and influencing decision-making in the formulation and implementation of programmes. It increases accountability in the system, enables people to give immediate feedback on the provisions of the law and ensures that action is taken within a reasonable period of time in case of violation.
