The transparency watchdog has given the parties four weeks to respond.</p><p align="justify">However, parties across the board have stoutly denied this contention. In fact the government has brought a bill to keep the parties outside the law. Incidentally, the bill has not been listed for consideration by the government in this session. Sources peg it to the fact that Congress vice-president Rahul Gandhi had voiced his disapproval about the bill in a recent interview.</p><p align="justify">The notices sent by CIC were in response to a complaint filed by activist S C Agrawal. &quot;It is directed that the detailed comments on the representations received from Agrawal and the details of the action taken on the directions contained in the commission's order of June 3, 2013 may be furnished to the commission within four weeks.                 <div align="justify">-The Times of India</div><p align="justify"><br /><em>NEW DELHI: </em>The Central Information Commission on Monday finally set the ball rolling on action against the six national political parties for violating its directions and not appointing public information officers in the last eight months.</p><p align="justify">The commission issued notices to Congress, BJP, CPM, NCP, BSP and CPI for failing to comply to its June 3, 2013 order that recognized political parties as public authorities. The transparency watchdog has given the parties four weeks to respond.</p><p align="justify">However, parties across the board have stoutly denied this contention. In fact the government has brought a bill to keep the parties outside the law. Incidentally, the bill has not been listed for consideration by the government in this session. Sources peg it to the fact that Congress vice-president Rahul Gandhi had voiced his disapproval about the bill in a recent interview.</p><p align="justify">The notices sent by CIC were in response to a complaint filed by activist S C Agrawal. &quot;It is directed that the detailed comments on the representations received from Agrawal and the details of the action taken on the directions contained in the commission's order of June 3, 2013 may be furnished to the commission within four weeks. A copy of the comments should also be furnished to the complainant,&quot; the CIC said.</p><p align="justify">A full bench of the commission had declared that the six political parties were substantially funded indirectly by the central government and they have the character of public authority under the RTI Act as they perform public functions.</p><p align="justify">The commission had given them six weeks to comply with norms of the RTI Act but so far none of the parties has followed the direction prompting Agrawal, who was one of the petitioners in the case, to file the representations before it.</p><p align="justify">The CIC had directed the parties to appoint Public Information Officers within six weeks to respond to RTI queries and adhere to all the legal provisions.</p><p align="justify">&quot;In view of the nature of public functions performed by political parties... we conclude that political parties in question are public authorities under section 2(h) of the RTI Act,&quot; the bench, comprising chief information commissioner Satyanand Mishra and information commissioners Annapurna Dixit and M L Sharma, had said.</p>               </font>

CIC issues notice to six national parties -Himanshi Dhawan

-The Times of India NEW DELHI: The Central Information Commission on Monday finally set the ball rolling on action against the six national political parties for violating its directions and not appointing public information officers in the last eight months. The commission issued notices to Congress, BJP, CPM, NCP, BSP and CPI for failing to comply to its June 3, 2013 order that recognized political parties as public authorities. The transparency watchdog has given the parties four weeks to respond. However, parties across the board have stoutly denied this contention. In fact the government has brought a bill to keep the parties outside the law. Incidentally, the bill has not been listed for consideration by the government in this session. Sources peg it to the fact that Congress vice-president Rahul Gandhi had voiced his disapproval about the bill in a recent interview. The notices sent by CIC were in response to a complaint filed by activist S C Agrawal. "It is directed that the detailed comments on the representations received from Agrawal and the details of the action taken on the directions contained in the commission's order of June 3, 2013 may be furnished to the commission within four weeks. A copy of the comments should also be furnished to the complainant," the CIC said. A full bench of the commission had declared that the six political parties were substantially funded indirectly by the central government and they have the character of public authority under the RTI Act as they perform public functions. The commission had given them six weeks to comply with norms of the RTI Act but so far none of the parties has followed the direction prompting Agrawal, who was one of the petitioners in the case, to file the representations before it. The CIC had directed the parties to appoint Public Information Officers within six weeks to respond to RTI queries and adhere to all the legal provisions. "In view of the nature of public functions performed by political parties... we conclude that political parties in question are public authorities under section 2(h) of the RTI Act," the bench, comprising chief information commissioner Satyanand Mishra and information commissioners Annapurna Dixit and M L Sharma, had said.
