Committee set up for Rajiv Awas Yojana |
Panel to be headed by Prof S. R. Hashim, former Member of the Planning Commission The scheme will focus on granting property rights to slum-dwellers and urban poor The Planning Commission has set up a committee to work out a methodology for identifying the urban poor for implementation of the Rajiv Awas Yojana initiated by the Union Ministry of Housing and Urban Poverty Alleviation. To be headed by Prof S. R. Hashim, former Member of the Planning Commission, the committee will work out a methodology by which the urban poor and slums-dwellers would be identified for extending the benefits of the Rajiv Awas Yojana to them, Union Housing and Urban Poverty Alleviation Minister Kumari Selja told The Hindu. The committee has been set up even as the Centre is unable to decide between the poverty estimation methods suggested by the Tendulkar Committee constituted by the Planning Commission and N.C.Saxena Committee set up by the Rural Development Ministry. The RAY scheme, expected to be finalised by the end of July, aims at providing assistance to States willing to assign property rights to slum-dwellers. It is eventually expected to create a slum-free India. Supporting the Unique Identification scheme that will give a unique identity number to the citizens of India, Kumari Selja said this would also help the Ministry in identifying the genuine beneficiaries. “The RAY scheme is in its final stages and we will now hold consultations at the level of the Chief Ministers to take into account their concerns,” she said. Under the scheme, the State governments will be incentivised for initiating slum-free cities. The scheme gives enough flexibility to suit individual States. “It is always better to have a bottom-up planning than top down,” she explained. The scheme will focus on granting property rights to slum-dwellers and urban poor by States and Union Territories. Basic amenities such as water supply, sewerage, drainage, internal and approach roads, street lights and infrastructure facilities in slums and low-income settlements will be provided by adopting a ‘whole city' approach and enabling the construction of houses through access to subsidised credit. It will also explore partnerships between the urban poor, State and Central governments and private developers to create affordable homes for the urban poor. A budget of Rs 1,270 crore has been allocated for the scheme for 2010-2011. “The Government would extend support to States that are willing to assign property rights to people living in slum areas. So far, town and city development plans have excluded the poor from the development process and driven them to illegal settlements,'' she said. |
