R. Hashim, former Member of the Planning Commission, the committee will work out a methodology by which the urban poor and slums-dwellers would be identified for extending the benefits of the Rajiv Awas Yojana to them, Union Housing and Urban Poverty Alleviation Minister Kumari Selja told The Hindu.</font></p><p align="justify"><font >The committee has been set up even as the Centre is unable to decide between the poverty estimation methods suggested by the Tendulkar Committee constituted by the Planning Commission and N.C.Saxena Committee set up by the Rural Development Ministry.</font></p><p align="justify"><font >The RAY scheme, expected to be finalised by the end of July, aims at providing assistance to States willing to assign property rights to slum-dwellers. It is eventually expected to create a slum-free India. Supporting the Unique Identification scheme that will give a unique identity number to the citizens of India, Kumari Selja said this would also help the Ministry in identifying the genuine beneficiaries.</font></p><p align="justify"><font >&ldquo;The RAY scheme is in its final stages and we will now hold consultations at the level of the Chief Ministers to take into account their concerns,&rdquo; she said. Under the scheme, the State governments will be incentivised for initiating slum-free cities.
