Sonia Gandhi has told the Congress it is the party’s duty to ensure that all welfare schemes introduced by the government are “fully implemented” on the ground.
In a letter published in the latest issue of party mouthpiece Congress Sandesh, Sonia wrote: “The UPA has worked hard to fulfil the strong mandate to govern it received from the people in 2009. Since then, the synergy between the government and the party has enabled us to cover much ground with regard to the promises made in our election manifesto.” The Congress president further said: “It is the duty of our party workers to ensure that all schemes promulgated by the government at the Centre are fully implemented at the grassroots. Our workers can become the vehicles for the success of all our social development programmes.” The letter, which comes at a time there has been speculation of differences between the party and the government, has been received with satisfaction in the government. Even the Sandesh editorial, which sparked a controversy because of the inclusion of a sentence questioning the decision to send four ministers to negotiate with Baba Ramdev, otherwise speaks of the government’s performance in glowing terms. On top of that, the Congress yesterday released a 15-page booklet strongly defending the government’s track record both on fighting corruption and introducing welfare schemes. It also announced a mass contact programme. Congress ministers, who have long felt the party needed to do more to highlight the government’s achievements and counter negative propaganda, are happy with the current initiative. The booklet counters the “baseless and ill-informed” campaign on black money stashed abroad, saying the figures given by the BJP — Rs 22 lakh crore — and by the likes of Ramdev — Rs 400 lakh crore — are “preposterous.” It also says the demand for demonetising currency notes of Rs 1,000 and Rs 500 denomination — made by Ramdev — was not only impractical but fraught with grave consequences. Hailing the government for “unprecedented economic growth” in the face of an adverse global situation, the booklet confronts the Opposition’s strongest charge of discrimination against non-Congress-ruled states. The total amount distributed to all states in 2010-11 was Rs 4,45,916 crore compared to Rs 1,46,305 crore distributed in 2003-04, the last year of NDA’s rule, it says. The amount to be distributed in 2011-12 will be Rs 5,12,155 crore. Flagship programmes, such as the rural job scheme, right to information and right to education, and other welfare schemes have been highlighted. The booklet also mentions the proposed food security bill and praises the government for drastically improving internal and external security in the past 30 months.
