Crop scheme after rural losses -Radhika Ramaseshan

-The Telegraph

New Delhi: Heavy losses in rural areas in recent elections have pushed the Narendra Modi government to re-launch its crop insurance scheme with changes to make it more farmer-friendly.

The BJP has been asked to go all out to sell the scheme, renamed the Pradhan Mantri Fasal Bima Yojana (Prime Minister Crop Insurance Scheme) to emphasise Modi's central role in conceptualising it.

Three senior ministers, Rajnath Singh, M. Venkaiah Naidu and Radha Mohan Singh, were present at the re-launch. Rajnath, home minister, and Naidu, parliamentary affairs minister, have nothing to do with the scheme. Only agriculture minister Radha Mohan's presence was required.

Half an hour later, BJP president Amit Shah listed the scheme's highlights before the media.

Then, the chief ministers of the BJP-ruled states held simultaneous news conferences in their capitals.

The prod came after the BJP assessed that it had lost heavily in rural pockets in recent elections, starting with Bihar.

"This trend was manifest in the Gujarat local elections. We managed to keep our heads above water in the cities and towns but yielded huge space to the Congress in the villages. In the latest Maharashtra local elections, the losses were in the rural areas.... The fact is that rural discontent against the BJP is huge and we have to do something to stay in power," a BJP official said.

In Bihar, party sources said Rahul Gandhi's label of " suit-boot sarkar" on the Modi government had stuck.

However, Shah denied that politics had anything to do with the scheme. "The government didn't do anything suddenly. After Independence, several big steps were taken for farmers, this is one of them," he said.

Satya Pal Malik, in charge of the BJP's kisan morcha, claimed that after the scheme was unveiled, several farmers from western Uttar Pradesh congratulated him.
