Although these people are “needy”, according to the state government, they are not part of the BPL category (annual income of less than Rs 30,000). The Mamata government gives rice at a subsidised rate of Rs 2 a kg and wheat at Rs 3 a kg to those families living in Jungle Mahal, the Darjeeling hills, closed tea gardens and the Aila-affected areas whose yearly incomes is between Rs 30,000 and Rs 36,000. Each such family is entitled to 35kg of foodgrain per month. In the annual allotment letter for 2012-13 that the Union ministry of consumer affairs and public distribution sent to the state yesterday, there is no mention of allocation of any additional foodgrain for people in the BPL category. The state government accused the Centre of “thwarting” Mamata’s initiative and said the scheme would come to a halt from April 1. “This will hit the chief minister’s plans hard. She tried to help poor people who are not part of the BPL list by providing foodgrain at a subsidised rate. The project will come to a halt from April 1,” said Jyotipriyo Mullick, the state food and supplies minister. “I think this was planned to thwart our chief minister’s plans of bringing peace to Jungle Mahal and the Darjeeling hills. I have urged the chief minister to take up the issue with the Centre. Our MPs will raise the matter in the Lok Sabha and the Rajya Sabha,” Mullick added. He said the state had demanded an additional 12 lakh tonnes of rice and 8 lakh tonnes of wheat for the BPL category this year for distribution among the Rs 30,000-Rs 36,000 income bracket. The state has been allotted an additional amount of 3,488 tonnes of rice and 43,233 tonnes of wheat every month for above-poverty-line (APL) category people. But no additional allotment was made under the BPL category. “We don’t require additional allotment under the APL category. We badly needed additional allotment under the BPL category. I have come to know that five states — Andhra, Gujarat, Madhya Pradesh, Maharashtra and Chhattisgarh — have been given huge additional allotment under the BPL category. But the state where it is required the most has been deprived. This is a deliberate decision to hit our government,” Mullick said.
