The minister, who is on a two-day visit to the state, told reporters that the ministry has doubled the length of road construction during the current fiscal (from earlier 3,000km per year) to accelerate the process of development in Bihar.<br /><br />The minister said it is the last time central agencies are being involved with state’s road projects. “From next year, no central agencies would take up new projects in Bihar. Road construction is the responsibility of the state government and it should take up such projects,” Ramesh said.<br /><br />It is to be noted that chief minister Nitish Kumar has repeatedly demanded “scrapping” of central schemes in Bihar and sought “power and autonomy” to build the state’s physical infrastructures in accordance with its needs. “The Centre should give the due financial share to the states leaving on the latter to build its roads and bridges,” the chief minister has often said.<br /><br />Ramesh expressed concern over the slow pace of construction of road under PMGSY in the state. He said the ministry sanctioned construction of 36,000km road under PMGSY in the state and allocated Rs 16,000 crore in the past 12 years. “However only 19,000km road has been constructed so far,” the minister said.<br /><br />The minister also highlighted higher expenditure on construction of roads, saying 62 per cent funds had been spent on completion of 53 per cent road projects.<br /><br />“Bihar mein sadkein kam bani hai, paisa jyada kharch hua hai (Fewer roads have been constructed in comparison to the expenses),” the minister said. He said the allocation of funds under PMGSY, which was stopped for the past three years in the state, has started now.<br /><br />The ministry has included two new districts — Sitamarhi and East Champaran — under integrated action plan (IAP). Under the plan, each district would get Rs 30 crore as special grant for construction of roads, culverts and drinking water projects.<br /><br />“The two districts are located on the India-Nepal border. For the first time, the ministry has included two such areas under the scheme,” he said, adding that the money would be spent on the development of Naxalite-affected panchayats only.<br /><br />He said Sitamarhi was the most backward district in the country. “This is why I decided to visit the place and include the district under the centrally sponsored scheme,” he said.<br /><br />He said with the inclusion of two more districts under IAP, the number of such districts in Bihar has gone up to 11. He said the ministry sanctioned construction of 36,000km road under PMGSY in the state and allocated Rs 16,000 crore in the past 12 years. “However only 19,000km road has been constructed so far,” the minister said.<br /><br />The minister also highlighted higher expenditure on construction of roads, saying 62 per cent funds had been spent on completion of 53 per cent road projects.<br /><br />“Bihar mein sadkein kam bani hai, paisa jyada kharch hua hai (Fewer roads have been constructed in comparison to the expenses),” the minister said. He said the allocation of funds under PMGSY, which was stopped for the past three years in the state, has started now.<br /><br />The ministry has included two new districts — Sitamarhi and East Champaran — under integrated action plan (IAP). Under the plan, each district would get Rs 30 crore as special grant for construction of roads, culverts and drinking water projects.<br /><br />“The two districts are located on the India-Nepal border. For the first time, the ministry has included two such areas under the scheme,” he said, adding that the money would be spent on the development of Naxalite-affected panchayats only.<br /><br />He said Sitamarhi was the most backward district in the country. “This is why I decided to visit the place and include the district under the centrally sponsored scheme,” he said.<br /><br />He said with the inclusion of two more districts under IAP, the number of such districts in Bihar has gone up to 11. Delhi rolls out crores for roads-Ramashankar |
Sitamarhi, June 16: The Union rural development ministry has approved construction of 6,000km road in Bihar under Pradhan Mantri Gram Sadak Yojana (PMGSY) during the current financial year at a cost of Rs 3,200 crore.
Union rural development minister Jairam Ramesh made this announcement after a review meeting with officers at Sitamarhi circuit house today. The minister, who is on a two-day visit to the state, told reporters that the ministry has doubled the length of road construction during the current fiscal (from earlier 3,000km per year) to accelerate the process of development in Bihar. The minister said it is the last time central agencies are being involved with state’s road projects. “From next year, no central agencies would take up new projects in Bihar. Road construction is the responsibility of the state government and it should take up such projects,” Ramesh said. It is to be noted that chief minister Nitish Kumar has repeatedly demanded “scrapping” of central schemes in Bihar and sought “power and autonomy” to build the state’s physical infrastructures in accordance with its needs. “The Centre should give the due financial share to the states leaving on the latter to build its roads and bridges,” the chief minister has often said. Ramesh expressed concern over the slow pace of construction of road under PMGSY in the state. He said the ministry sanctioned construction of 36,000km road under PMGSY in the state and allocated Rs 16,000 crore in the past 12 years. “However only 19,000km road has been constructed so far,” the minister said. The minister also highlighted higher expenditure on construction of roads, saying 62 per cent funds had been spent on completion of 53 per cent road projects. “Bihar mein sadkein kam bani hai, paisa jyada kharch hua hai (Fewer roads have been constructed in comparison to the expenses),” the minister said. He said the allocation of funds under PMGSY, which was stopped for the past three years in the state, has started now. The ministry has included two new districts — Sitamarhi and East Champaran — under integrated action plan (IAP). Under the plan, each district would get Rs 30 crore as special grant for construction of roads, culverts and drinking water projects. “The two districts are located on the India-Nepal border. For the first time, the ministry has included two such areas under the scheme,” he said, adding that the money would be spent on the development of Naxalite-affected panchayats only. He said Sitamarhi was the most backward district in the country. “This is why I decided to visit the place and include the district under the centrally sponsored scheme,” he said. He said with the inclusion of two more districts under IAP, the number of such districts in Bihar has gone up to 11. Munger and Jamui were earlier included in the plan, Ramesh said. He asked the officers to select the names of the villages and panchayats after consultation with public representatives. “Earlier, the district magistrate, divisional forest officer and superintendent of police used to select the villages to get benefits of the scheme. Now these trimurty (trisome) will not be the final authority on selection of beneficiary villages,” he said. |
