Gas Authority of India Limited (GAIL) is one of the five PSUs constructing 1,800 toilets in the state. The company has complained that villagers and sarpanches were demanding &amp;quot;their share&amp;quot; to facilitate execution of the project.&lt;br /&gt;

The state government is also aware of the problem that firms executing the project are facing.&lt;br /&gt;

In one case, the villagers asked officials of the GAIL to fill up an empty pond with sand before taking up the work. Even management committee members and teachers of a village school wanted the company to first drill a 700ft deep borewell on the institution&#039;s premises before they allowed construction of the toilet.&lt;br /&gt;

Not only GAIL, but other public sector units such as Airports Authority of India, Coal India, Indian Oil Corporation and NTPC are also constructing nearly 30,000 toilets in the state.&lt;br /&gt;

Deputy general manager, (corporate social responsibility), GAIL, Anoop Gupta said: &amp;quot;We have raised the issue at the highest level with the state government. The company has complained that villagers and sarpanches were demanding &quot;their share&quot; to facilitate execution of the project.<br /><br />The state government is also aware of the problem that firms executing the project are facing.<br /><br />Confirming the charge, joint secretary, school and mass education department, Jagannath Misra told The Telegraph: &quot;We have received such complaints and are taking remedial steps. The company has complained that villagers and sarpanches were demanding &quot;their share&quot; to facilitate execution of the project.<br /><br />The state government is also aware of the problem that firms executing the project are facing.<br /><br />Confirming the charge, joint secretary, school and mass education department, Jagannath Misra told The Telegraph: &quot;We have received such complaints and are taking remedial steps. We have asked all the PSUs not to entertain such demands. We don't want them to make any compromise on the quality of work.&quot;<br /><br />The GAIL, in its complaint to the state government, cited several cases where village sarpanches have demanded money and even tried to obstruct work. The villagers even damaged roofs of toilets and then complained that the work was of poor quality.<br /><br />In one case, the villagers asked officials of the GAIL to fill up an empty pond with sand before taking up the work. Even management committee members and teachers of a village school wanted the company to first drill a 700ft deep borewell on the institution's premises before they allowed construction of the toilet.<br /><br />Not only GAIL, but other public sector units such as Airports Authority of India, Coal India, Indian Oil Corporation and NTPC are also constructing nearly 30,000 toilets in the state.<br /><br />Deputy general manager, (corporate social responsibility), GAIL, Anoop Gupta said: &quot;We have raised the issue at the highest level with the state government. We have been assured of full co-operation. We will complete and handover all the toilets to the government shortly.&quot;<br /><br />This is not the first time that development projects in the state had to bear the brunt of corruption.<br /><br />In 2008, the World Bank had accused a senior minister of the state of demanding bribes to clear projects.<br /><br />The controversy took a toll on the minister and he had to resign. However, later it was found that the minister was not guilty.</div>'
