A year after the Centre shelved a move of introducing norms, including a 250-word limit on RTI applications, it has resurrected the proposal. The file pertaining to draft RTI rules has been sent to Prime Minister's Office, putting the proposal back on the agenda of UPA-II. The Centre had in November, 2010, sought to introduce amendment to RTI rules for filing applications. The rules framed by the Department of Personnel and Training(DoPT) lay down provisions for application process, fee for providing information, filing first appeals and appointments in Information Commission. It was shelved following protest from members of the National Advisory Council and RTI activists. DoPT has, however, brought the amendments back on the agenda. This was discovered in a RTI reply sent to armed services veteran Lokesh Batra. He had sought information from DoPT on the status of the file on draft RTI rules. He received the response that the file has been sent to the Prime Minister's Office for action. The reply says the file was sent this January. According to an official, DoPT officials have conveyed this sense to RTI activists in recent meetings clarifying the proposal is no longer on the backburner. The move had been shelved after criticism from RTI activists and social rights organisations last year. They were criticised by Sonia Gandhi-led NAC, which had proposed several amendments to the draft rules. One of the draft rules was that the request for information would relate to only one subject matter and would be limited to 250 words excluding the address of the information officer. Even NAC is unaware about the Centre's intention to resurrect the proposal. In the report on its functioning submitted in the last meeting, the statement on draft RTI rules says, "the working group extensively deliberated on proposed amendments by DoPT in RTI rules with various subject experts, administrative ministry concerned and members of the civil society... NAC finalised its recommendations, which were communicated to the government on 31 March, 2011..." |
